Liverpool City Council is seeking an outstanding and visionary leader to take on the pivotal role of Interim Director of Governance, Improvement and Development within our Adult Social Care and Health Directorate.

This is a business-critical post, offering a unique opportunity to help steer strategic improvement and transformation across one of the most vital services in our great city. You’ll be joining at a crucial time, with a clear mandate to lead forward-thinking change programmes that improve outcomes, empower residents, and uphold exceptional standards.

About the Role
As a key member of the senior leadership team, you will be responsible for designing and delivering governance, assurance, and strategic transformation across the Directorate. You'll provide expert leadership across service improvement, digital transformation, information governance, systems development, and workforce strategy, helping to shape the future of Adult Social Care in Liverpool.

You’ll drive collaboration across directorates and the wider health and care system, working closely with stakeholders to turn vision into action—and embed a culture of continuous learning, customer excellence, and innovation.

What You’ll Be Accountable For
Leading the Directorate’s response to public sector reform and statutory CQC assurance

Designing and implementing transformational change plans, aligned with the City Plan

Managing cross-cutting improvement workstreams: Digital, Systems, Engagement, Governance, Workforce

Coordinating risk, compliance and assurance frameworks, including oversight of the Directorate risk register

Promoting place-based integration through strong collaboration with health partners and community stakeholders

Providing visible leadership on equality, engagement, and service co-production

Supporting financial sustainability and delivering business-critical MTFS savings plans

What You’ll Bring
Substantial senior leadership experience in large, complex public sector or health/social care organisations

A proven track record of transformation leadership and service improvement in social and health care

In-depth knowledge of regulatory and national reform landscape, including CQC, ASC Reform, integration and commissioning

Exceptional interpersonal and strategic communication skills

Degree-level education or equivalent; project/programme management qualifications (e.g. MSP, Lean, Agile) desirable
