Summary
At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
The Project Manager will be a key member of the Infected Blood Compensation Authority’s Central Programme Management Office, focusing on delivering the IBCA’s aims and objectives. This role requires strong project management capabilities, effective stakeholder engagement, and the ability to navigate complex challenges to ensure successful project outcomes.
Key Responsibilities:
Project Delivery
- Plan, execute, and deliver projects within agreed timelines, budget constraints, and quality standards, ensuring alignment with the strategic objectives of IBCA.
- Develop project implementation plans that define deliverables, timelines, resource allocation, and key milestones required for successful project execution.
Project Management
- Lead and coordinate all aspects of project management, including scope definition, planning, execution, and performance measurement.
- Establish and maintain project schedules, ensuring timely completion of tasks and deliverables while proactively managing changes to the project scope.
Dependency Management
- Proactively identify, manage, and mitigate project dependencies, ensuring that all interrelated projects and activities are aligned to prevent conflicts and delays.
- Foster collaboration among project teams to establish clear interdependencies and communication channels, ensuring alignment of goals and objectives across projects.
Risk and Issue Management
- Implement robust risk management processes to identify, assess, and mitigate risks throughout the project lifecycle.
- Actively manage and resolve project issues, employing problem-solving techniques to address obstacles that may impede project progress.
- Facilitate regular issue resolution meetings to discuss challenges, collaborate on solutions, and ensure stakeholders are informed of developments and actions taken.
Quality Assurance
- Develop and enforce quality management processes and standards to ensure deliverables meet specified requirements and stakeholder expectations.
- Conduct regular quality checks and reviews of project outputs to ensure standards are adhered to.
Progress Reporting
- Regularly report on project progress, challenges, and findings to senior governance boards using dashboards and performance metrics to highlight key risks and successes.
- Provide insightful analysis of project status, ensuring that stakeholders are aware of potential impacts to timelines or outcomes.
Line Management
- Provide line management for project team members, ensuring clarity in roles and responsibilities, and fostering an environment that encourages professional development.
- Conduct performance reviews, provide constructive feedback, and address any performance-related issues in alignment with departmental objectives.
Stakeholder Engagement
- Engage effectively with key stakeholders, ensuring clear communication of project objectives, timelines, and progress updates.
- Manage stakeholder expectations, addressing concerns promptly and ensuring alignment with project goals.
