The Science, Technology, Research and Analysis (STAR) Group sits at the heart of the Home Office. The group ensures the best evidence and analysis are used to address the strategic issues facing the department. We also provide the science, technology, data, and international insights and collaboration capabilities to drive delivery.

We’re looking for a Data Governance Manager to help shape how the Home Office manages and protects its data. You’ll be part of a newly formed team, working closely with colleagues across the department to embed a new data governance model. This is a hands-on role where you’ll support Data Owners and Stewards to get the most out of their data—making sure it’s well-managed, trusted, and used to deliver real-world impact.

This role sits within a central team responsible for embedding the Home Office’s new data ownership operating model. You’ll work closely with Data Owners, Stewards, and Custodians across the department to help them understand their responsibilities and apply the model in practice. This involves translating strategic design into real-world implementation, ensuring that data is managed in a way that supports both operational needs and long-term value.

A key part of the role is supporting the development and use of the Departmental Data Catalogue. This catalogue brings together critical information about the department’s data assets—including the information asset register—and will continue to grow as new tools and products are introduced. You’ll help ensure the catalogue is useful, accessible, and aligned with the needs of those managing and using data across the organisation.

You’ll also work with colleagues in technology and digital teams to explore how modern tools and platforms can support the department’s vision for data and information. This is a collaborative role at the heart of a growing service, with the chance to shape how data is governed and used across a large and data-rich government department.

Key Responsibilities:

  • Service design and delivery - Support the implementation of the data governance framework, including developing and maintaining policies and standards, and performance monitoring, and through the provision of the data governance secretariat, enabling effective management of the department’s information assets.
  • Data analysis and insights - Enable effective management of the department’s information assets and provide data analysis and insights that allow Data Owners’ teams to identify risks and opportunities.
  • Advising - Provide advice and present regular updates to senior leadership and other stakeholders to secure buy-in and increase adoption. Support with the identification and resolution of strategic data problems.
  • Collaboration - Develop relationships with key stakeholders, both internal and external. Facilitate communication and collaboration across the department. Work with expert data and technology teams to support the implementation of data services.
  • Product development - Work with technology teams to translate business needs into data solutions. Keep abreast of future trends in data governance, identifying areas for improvement and support initiatives to enhance data accuracy, timeliness, completeness, and consistency.
  • Line management responsibilities for one or two HEO’s.

Working Pattern

This role is available on a full-time basis with the option of job-share and compressed hours working.

This role is also suitable for part-time working hours, with a minimum requirement to work 30 hours per week due to business requirements.
