An exciting opportunity has arisen for a Business Planning Manager within the Business Services Team of the Environment and Transport Department.

We are looking for someone that is able to drive effective service planning, risk and performance management approaches across the department to help manage performance, provide assurance, inform decision making, drive service improvement and efficiency as well as demonstrate delivery of department and corporate outcomes.

About the Role

You will have the confidence, experience and vision to lead and develop the department’s service planning, performance management and risk management frameworks whilst working closely with a wide range of senior managers from across the organisation to understand and deliver on both corporate and departmental requirements.

You will lead on the strategic development of the department’s performance management and business planning system ensuring it meets the needs of the department and wider County Council.

You will ensure continuous improvement in quality, availability and reliability of data and ensure the department has regular monitoring, review and escalation processes in place to inform decisions and drive service improvement.

The successful candidate will join a small Business Services team that provides a number of key business support functions to the department and will work with senior managers across a wide range of services.

About You

To apply for this post, you must:

  • Management qualification (ILM3 or equivalent) and a Degree or equivalent (e.g. NVQ Level 5/ BTEC Advanced Professional Diploma) in a relevant subject and / or demonstrable experience identified below
  • Experience of designing and implementing planning / performance frameworks and supporting change or continuous improvement in a local government or other complex organisation.
  • Experience of using IT to collate, manipulate, store and report data as well as experience of analysing and interpreting complex data and presenting findings to a range of stakeholders.
  • Excellent communication skills including ability to shape and influence to achieve successful outcomes as well as the ability to communicate complex issues concisely to a range of audiences.
  • In-depth understanding of business/ service planning, performance management and continuous improvement as well as knowledge of risk management in a business planning, project or performance management environment.
  • Ability to build powerful relationships across stakeholders, peers and partners, creating open and transparent relationships based on trust.
  • Excellent coordination and organisational skills and ability to prioritise and manage a heavy workload whilst delivering quality results to tight deadlines.
