We are seeking an inspiring, strategic leader to take on the role of Service Manager for Business Services. This is a key role which is accountable for leading and managing the departmental business support functions within Children and Family Services providing high quality leadership, strategic direction, planning and management for the delivery of a portfolio of services, demonstrating that systems and processes are aligned to and compliant with corporate requirements.

About the Role

Key Responsibilities

  • To be accountable for the management of service policies, to ensure the effective and efficient provision of appropriate customer focused, high quality services in accordance with County Council policies, Government and legislative requirements.
  • To be accountable for the effective strategic and operational performance management of the service through the departmental business planning process. To ensure improved customer focus, cost effectiveness and continuous improvement in the delivery of Council, departmental and service outcomes.
  • To be accountable for strategic and technical advice to customers, including when appropriate to Members, partners and other key stakeholders on policies, performance and budget matters to ensure the efficient delivery of services and ensure appropriate communication and dialogue takes place.
  • Working with the Senior Leadership Team, take a lead role in influencing organisational culture, driving innovation and transformation and to represent the department as appropriate.
  • Provide the Department with an effective, efficient and flexible business support capability that supports the services across the CFS Department.
  • Provide leadership and management to staff teams by gaining ownership and commitment to the Council’s overall aims and values. Building a high performing, proactive, customer focused culture which welcomes change and creating an inclusive environment which fosters innovation and improvement. Ensuring staff are motivated and developed to improve their capability to deliver.
  • To lead and manage on the development and maintenance of the departments primary and subsidiary systems ensuring that they provide effective support to CFS services. To lead and manage data quality through support, guidance and challenge and where necessary take remedial action. To make recommendations and follow through with lessons learnt where there are data quality issues are present them to DMT/SMT as appropriate.

About You

You will be a visionary and credible leader with a strong track record in managing high quality business support services for various service areas or teams. You will have relevant professional qualifications and/or demonstrate experience in developing, managing and delivering an effective service relevant to the post level and have experience and/or knowledge of:

  • Demonstrable experience of leading and managing a business support service in a diverse public sector organisation.
  • Demonstrable experience of advising on business planning processes which have to be strategically aligned to a performance management framework.
  • Experience of finance/budgetary management
  • Significant experience of strategic thinking at a senior level and a successful track record of planning, managing and delivering programmes and/or projects, including continuous improvement, in time and on budget, securing organisational efficiencies where possible.
  • Experience of developing and implementing a performance management framework for a service. This is to include the reporting arrangements for business planning purposes.
  • Of how the use of systems, aligned to business processes, can support the management of efficient and effective services.
  • Of how the use of efficient utilisation of systems aligned to business processes provides effective monitoring and assurance for services and outcomes.
