Summary
The Business Engagement Unit sits within the Advocacy Directorate of the Department for Business and Trade. We are a central team critical to the delivery of the Government’s Growth Mission, and the coordination of business engagement across Whitehall.
The team is organised around the four functions which we deliver: engagement policy development; engagement strategy & coordination; delivery of Ministerial business engagement; and coordination of account management across Whitehall.

Engagement Strategy Team:
The team is responsible for setting the strategic direction of the DBT’s overall business engagement, creating a long-term plan and translating this into clear quarterly deliverables for Ministers and Senior Officials. It also takes the central role in managing relationships with the key business representative organisations (B5) and coordinating engagement across Whitehall. The key priorities for this team are long term planning of engagement events to a two-year time horizon, compiling quarterly forward looks for Ministers and Senior Officials, and developing a refreshed strategy for engagement with the five BROs as well as the relaunched Board of Trade.
Engagement Delivery Team:
The team is responsible for the delivery of Ministerial engagement, in the form of roundtables, bilaterals and small-scale events (e.g. Ministerial broadcast calls to the business community). The team is also responsible for delivery of Board of Trade events and accompanying Board of Trade Advisers to external Board of Trade events. These portfolios closely working together and supporting each other as necessary.
The team will liaise with Private Office, sectors and other relevant teams in DBT and across Whitehall to ensure that Ministerial events run smoothly and achieve their policy objectives.
Account Management & Excellence Team:
The Account Management & Excellence Team is responsible for maintaining and operating the cross-Whitehall Account Management Framework and driving excellence in the way that Business Engagement is undertaken across the Department and HMG. This involves taking a leading role across Government in sharing information, best practice and driving good behaviours in support for the growth mission.
Engagement Strategy Team:
The postholder will be responsible for overseeing the development of the two year engagement programme, along with designing a process to turn this into quarterly schedules for Ministers and senior officials. In addition, the postholder will lead the team to design and deliver the Board of Trade agenda, and regular engagement with the B5 group of Business Representative Organisations. Beyond this the successful candidate will be the strategy centre for engagement within Government, working closely with No.10, HM Treasury and a network of colleagues from other departments. Key deliverables include:
- Overseeing horizon scanning for emerging trends.
- Managing production of a 2 year forward look, ensuring seniors’ buy-in, and keeping it updated.
- Overseeing a strategic plan of events that supports future milestones (sectors, policies and initiatives).
- Leading deliver of a cross-DBT governance to make sure that the single engagement strategy aligns with the comms strategy and is responsive to changes in Departmental priorities and the external environment.
- Ad Hoc strategy and coordination for HMG priorities.
- Line Management of 3x direct reports and a team of 7.
Engagement Delivery Team:
The postholder will be responsible for leading the team to ensure smooth delivery of roundtables, broadcast calls and bilaterals for DBT Ministers. The postholder will work with teams across DBT to ensure roundtables & bilaterals have clear policy outcomes and deliverables, whilst also be involved in the planning and execution. This is a special role which will require significant specialist experience.
This will require:
- Setting best practice on how to deliver business engagement (eg – setting out ways of working with teams involved in Ministerial engagement).
- Overseeing planning for the programme of bilaterals, roundtables, and wider engagements.
- Finding creative and innovative ways for DBT Ministers to engage with a wide range of businesses and stakeholders.
- Managing senior stakeholders such as Ministers and Senior Officials.
- Working closely with Private Offices and DBT teams to ensure Ministerial engagement runs smoothly, this includes co-ordinating the briefing, running the logistics, responsible for identifying & managing attendees.
- Line management responsibilities for 2x direct reports and an overall team of seven, supporting the team to deliver at pace and under pressure.
Account Management & Excellence Team:
The role would lead on:
Overseeing developing and defining the business engagement framework for DBT and across Whitehall.Establishing governance structures and forums to operating and oversee the managing of Government relationships with Business.Building and maintaining relationships with business-facing teams within DBT and across Whitehall.Shaping the build of supporting IT systems.Line management of 3x direct reports and team of 7.The role is exciting, fast-paced and provides the opportunity for self-directed and driven work and leadership. It is particularly varied in needing the skills to design and establish a system in the early stages of the role, then transitioning to building relationships, operating and convening groups across Government to iterate, assure and improve the way we do things.
