Home Office Digital, Data and Technology designs, builds and develops services for the rest of the department and for government. Every year our systems support up to 3 million visa applications, checks on 100 million border crossings, up to 8 million passport applications and deliver 140 million police checks on people, vehicles and property.
The Data Services and Analytics (DSA) Delivery Function is in place to ensure the successful delivery of DSA’s agreed priorities. This is achieved by turning product roadmaps and programme plans into realistic forecasted delivery plans, identifying the resource requirements and timelines to achieve the agreed objectives and outcomes.
The delivery function identifies cross-cutting dependencies, risks and issues related to programme and product delivery and works with key stakeholders across DSA to resolve issues and delivery blockers.

As the Delivery Resource Manager, you will be responsible for facilitating and coordinating Delivery Resource Planning , including engagement with Delivery, programme and function leads to understand delivery plans and forecasts to create a consolidated view of delivery plans for DSA. You will work alongside the Demand Management team to produce a combined view of new and existing demand across DSA.
You will also lead on identification of skills and resource gaps within DSA’s delivery plans, and work with the DSA Delivery function and leads to translate gaps into workforce or training plans and/or commercial routes.
You will also lead on growing the DSA Delivery Capability through recruitment and procurement routes alongside leading to identify, track and onboard resources.
The Delivery Resource Manager will be expected to manage and contribute to programme planning activities to highlight key resourcing, dependency and capability risks and plans for mitigation.
This position provides the opportunity to lead on implementing improvements within DSA’s resource management processes and engage with stakeholders across DSA to implement change and contribute to business continuity and strategic planning.
Key Responsibilities:
Candidates for this role must demonstrate:
- Ability to lead the development and implementation of a number of resource and capability activities across one or many projects, workstreams or initiatives to produce and analyse resource plans and forecasts against DSA priorities.
- Evidence of leading specific activities at a local or departmental level and bringing in external or expert resources as required.
- Confidently lead engagement with key stakeholders to secure project resources.
- Produce timely and accurate reporting and trend analysis on resource and capability activities to support departmental resourcing activities, highlighting key resourcing and capability risks and plans for mitigation.
Work Patterns
This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 16 hours over 5 days per week due to business requirements.
This role is suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office.
