Summary

The purpose of the Emergency Planning Department under the directorate of Captain Base Safety (CBS) is to deliver a Nuclear Emergency Response capability in accordance with the AC 11 requirements of DSA 02 and DSA 03. Maintain compliance with JSP 498/DSA 04 (MACR) for RNAD Coulport and provide the policy lead for JSP 503, Business Continuity arrangements for NBC business areas.

NER 1.1.1 is a focal point for the production, review and maintenance of Coulport Nuclear Emergency Response documentation and equipment matters iaw AC 11 compliance.

Ensure that all NERO On/Off-site equipment and vehicles are available and at a constant state of readiness, via scheduled maintenance routines and inspections. Certifying the equipment/maintenance database reflects accordingly, safeguarding AC11 compliance.

Responsible for the sourcing and procurement (via stores, local purchase or service contract) of NERO related equipment as and when identified or required.

Provide an assurance to NER1 and NER11 by conducting weekly/monthly checks of Emergency Response facilities and infrastructure to ensure a constant state of preparedness is maintained.

Create, sponsor and review Nuclear Weapon related Standard Emergency Response Plans and Recovery Task Plans in line with the credible scenarios represented in the Nuclear Weapon Hazard Evaluation document.

Plan, coordinate, and deliver bespoke NERO training packages to Coulport Emergency Response Teams, First Responders, and wider NERO postholders.

Ensure the operational availability of Radiological Response Emergency Management System for the site.

Responsible for the coordination of the onsite NERO obligation during periods of extended operations (out with normal working hours), to meet the operational programme.

Act as secretariat for the Nuclear Emergency Integrated Working Group (NEIWG), the departments Defence Nuclear Enterprise interface meeting.
