Experienced in overseeing Electrical contractors works and putting together reports for progress meetings, reviewing Electrical Installation Condition Reports and agreeing Remediation works identified to obtain Satisfactory outcomes , conversant with Domestic Fire Alarm systems and their Certification.
The contract to be worked on is based on the delivery of a large Domestic Electrical Installation Condition Reporting programme , the completion & certification of any remedial works identified to make the installation's Satisfactory and Domestic Fire Alarm Installation & Servicing works.
Experience in dealing with external contractors completing the above works is required and producing reports for meetings.
The candidate should have experience in a Social Housing environment and the challenges this presents.
The role will be office-based collating and reviewing certification for compliance with site-based visits to properties to agree works , undertake quality control checks and communicate / meet with external stakeholders, some working from home may be available at the discretion of the line manger after a probation period were working patterns permit.
The candidate will hold BS7671 18th Edition (2382) , Inspection & Testing (2391) and a Level 3 Qualification in Electrical Installations / or equivalent time served electrical apprenticeship.
Knowledge, including educational qualifications:
1. Fully understand the department’s strategic view of service delivery and how the Mechanical Engineering Investment service will interface with other sections.
2. HNC in Building Services Engineering or equivalent or be working toward this qualification or have extensive appropriate experience.
3. Understanding of the Council’s co-operative targets, objectives in relation to customer focus, health and safety, best value, performance management, and their implementation within the unit.
4. To have sound background in contract administration of major electrical engineering replacement and refurbishment schemes.
5. Knowledge of effective contract management.
Experience:
6. Experience of managing electrical term contracts.
7. Commercial experience of negotiating high value contracts.
8. The management of complex budgets and the ability to deliver within financial targets
9. Experience of asset management and the control of H&S assets.
10. Demonstrable experience of the replacement of Building Services in large scale, ageing housing estates
Aptitudes, Skills & Competencies:
11. Ability to analyse complex situations, define problems, produce acceptable solutions and subsequently implement against tight deadlines.
12. To be able to communicate effectively both verbally and in writing at all levels of the organisation and with outside bodies.
13. Self motivated, able to work under pressure, both autonomously and within a corporate team.
14. Ability to produce and implement innovative solutions to intransigent problems.
15. Ability to instigate change within a complex environment.
16. High level of engineering experience.
17. Preparation of specifications and tender documents
Reporting to: Contract Manager (Electrical & Lifts)
Responsible for: Electrical Engineer x1 and supervision of contractor’s staff.
Organisational Objectives: To be regarded as a department of engineering excellence delivering high value services to tenants and leaseholders.
To ensure that the Council meets its statutory obligations in respect of engineering installations, water hygiene and asbestos.
All duties are implemented in accordance with the Council’s commitment to Managing Diversity.
Financial Responsibilities: Responsibility for capital projects with a value of £5M. There is a need to regularly monitor budgets and change priorities.
Contacts: Internal at senior management level with staff from area offices, other housing divisions to co-ordinate major works, other departments, external customers, tenants and leaseholders.
Daily contact with: Members of the Council, external and in house, contractors/consultants concerning allocation of contracts, level of performance and scheduling works.
Grade/Conditions of Service: 11
Special Conditions of Service: May be required to attend sites out of normal office hours and within urgent time scales to deal with emergencies. Will be required where necessary to wear protective clothing and use safety equipment. There will be an occasional requirement to attend meetings in the evening and at weekends.
