Job Description Job Title Vaccination Programme Manager Team East / North, Norwich & South / West Place Teams Directorate Patients and Communities Pay Band Band 7 Accountable to Associate Director of East / North, Norwich & South / West Place Job Summary The post holder will support the development of high quality Immunisation and Vaccination services across Norfolk & Waveney ICB in conjunction with the Locality Teams The post-holder will act as the Operational Lead for the Primary Care Local Vaccination Service element of the COVID-19 vaccination programme. Leading and co-ordinating the response across all Primary Care Network (PCN), Local Vaccination Sites (LVS), Hospital Hubs (HH) and Community Pharmacies (CP) for operational implementation of the programme The post-holder will work closely with the Locality Teams, BI and SCC in the co-ordination and submission of all vaccination data returns to NHS England The post holder will work closely with the Quality Team in the identification, co-ordination in the provision of training, provide specialist clinical advice, undertake clinical audit, and prepare reports as required by the Norfolk and Waveney Covid-19 Vaccinations Programme Board (VPB) The post holder has significant autonomy to undertake this role, working within organisational and professional policies and procedures and will the Senior Vaccination Programme Manager and the wider team to ensure that their workstream of programmes are planned and managed effectively and take the lead in assisting in their successful delivery The job description and person specification are an outline of the tasks, responsibilities and outcomes required of the role. Key Duties Generic Establish and maintain relationships with the COVID19 ICS, Regional and National teams and delivery organisations to ensure COVID19 requirements are achieved. Establish and maintain relationships with all locality leaders, Community Pharmacies, PCNs, Acute Trusts,and LVCs to develop COVID19 delivery plans in line with local ICS plans and regional and national policies Seek support from local community volunteers/internal NHS volunteers where required/available Logistics & Supplies Resolve issues in relation to deliveries for vaccines and supplies Support the movement of vaccines Link with sites and external bodies as required Localities Work with the Locality team and respond to any queries and offer support as and when needed to ensure vaccination programme runs smoothly and is completed. BI & Capacity Daily vaccination statistics To analyse, interpret complex facts, information and/or data and present to highlight issues, risks and support decision making. Vaccination rates performance monitoring Ensure that data collected is analysed, reported as appropriate and monitor the processing of data and information To collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust information Capacity planning for vaccine delivery for LVS, HH, sites Daily and weekly analytical returns Meetings (Governance) Daily Vaccination Touch Point Meeting usually 5 days per week. Local & Regional meetings linked to the programme i.e logistics, BI etc. Pick up queries and feedback from the Locality Meetings Daily Meeting with ICC ensuring alignment & follow up on requests and guidance FOI Requests/Complaints Respond to all FOI request concerning the vaccination programme Respond to all complaints from patients, public, providers and MPs in relation to the vaccination programme. Communication Work with the Communication Teaml to get messages out to support the programme Daily communications with LVS, HH & CP sites Ad hoc requests Reporting/Status Reports/Risk Registers Weekly return for vaccination meetings Weekly monitoring of Risk Registers associated with the Vaccination programme Capacity return on use of vaccine from previous week Ad hoc returns as and when required. Key Working Relationships Operate effectively in a flexible and demanding environment and proactively engage with ICBs, providers ,partnership organisations and Comms working on a variety of topicsrelating to the vaccination programme Provide and receive complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting. Committed to working and engaging constructively with internal and external stakeholders on a range of business sensitive issues. Nurtures key relationships and maintains networks internally and externally, including national networks Functional Responsibilities Project Management Contribute to performance improvement, taking a lead for identified areas where agreed. Provide coordination of and participate in relevant internal and external working groups and provide project advice, expertise and support where requested Provide relevant and timely specialist advice and guidance on own portfolio of projects/function Work with members of the Team to investigate the causes of any variance from target/plan and proactively contribute to the implementation of solutions. Management of a risk and issues tracking mechanism and its proactive resolution and escalation processes. Financial and Physical Resources Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective. Provide oversight and monitoring of all aspects of Team budgets Evaluate projects/function within identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis. Staff Management Take a lead in the coordination of training, development and recruitment activity across the Team Manage staff, undertaking appraisals, recruitment including progressing any disciplinary or capability issues, as necessary. Information Management Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes. Ensure timely and accurate information analysis and reporting to management on agreed areas of work. Research and Development Contribute to the development of key performance indicators for the successful assessment of individual and workstream success Delegate aspects of Research and Development activities, collating information, analysing and reporting findings. Operational Responsibilities Planning and Organisation Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with Clusters and Sector priorities. Contribute to short, medium and long term business plans, achieving quality outcomes. Policy and Service Development Contribute to the review and development of existing information management systems and contribute to the development of an integrated approach to, service or initiative management. Develop policies and procedures in own work function with an impact on the wider organisation, as required.
