Summary
The Data and Digital interoperability Manager is a new post designed to provide a co ordination function both internally within the Info Directorate and externally linked to other stakeholders in Defence. The post will be responsible for attending Army, Defence, Joint and relevant Allied meetings and producing high-level update briefs for the various stakeholders’ Chains of Command (CoC) including, principally, Director Information.
The appointed incumbent will be responsible for identifying and cohering top-level actions, issues and risks (both threats and opportunities) and briefing these to the relevant Chains of Command and important Info Directorate / Function steering groups, including the Army Digitalisation Accelerator (Programme THEIA) and the ABCANZ ( American, British, Canadian, Australian, New Zealand Armies Programme) nations Land C4 Technology Exchange Working Group (LC4 TEWG) currently being established. The incumbent will be responsible for reporting the key aspects to the Army Board through the quarterly updates of the Strategy Delivery Synchronisation Matrix (SDSM).
Through ensuring and improving coherence and communication across the Information functional space, both within Army and out to Joint and allied partners, the incumbent will drive the improvement of interoperability of the systems used by deployed personnel, through the standardisation and automation of information and information exchanges throughout UK Defence and coalition partners.
Potential opportunities with this role include :
Semi-flexible working: ability to work from home up to 2 days per week, excluding Thursdays.
Opportunities for duty travel, ( Driving Licence will be required) principally including southern England, USA, Canada, Australia, New Zealand, and North West & Eastern Europe.
Main Responsibilities include -
Lead staff officer for the delivery of Interoperability coherence for the Info Directorate.
Produce and manage a coherence and communications strategy and consequent plans.
Attend and provide feedback from relevant boards, meetings and working groups, and manage the consolidation of key information for easy and efficient consumption by relevant stakeholders.
Establish and manage an I2 stakeholder and RACI (Responsible, Accountable, Consulted, Informed) matrix, both within Army HQ and wider Army, but also including our Joint partners, DSTL, and international allies, fusing requirements, and outputs.
Have a good working knowledge of Defence organisation (Army in particular) to understand which organisations deliver capability in either the fight tonight (Operational), ‘Fight Tomorrow’ (Capability Development & Acquisition), and / or ‘Fight Tomorrow Night’ (Concept and early Capability Development) epochs and associated Research, Development, Test, & Experimentation (RDT&E) activities.
Act in support of the Info Design Authority (Info DA) and ensure that Multinational Policy and Standards outputs are cohered with them.
Facilitate the weekly I2 sync meeting that enables a cross briefing coherence function to all members of the I2 team.
Lead the fortnightly Army HQ I2 meeting, to ensure wider coherence between D Futures (Demand), D Info (Design), D Progs (Deliver), and HQ Fd Army (Generate & Operate) and coordinate the I2 input to the D Futures led fortnightly Interop Sync.
Liaise at an executive level with the Joint space (UK Strategic Command) to inform C4ISR coherence from the Land Environment across into the single Services.
Lead on the management of risk for the I2 team. Including lead on the review of all elements / areas within the accountability tracker, including liaison with HLBs, and key stakeholder to identify compliance rating.
Manage the I2 team’s battle rhythm to confirm updates required against the relevant deliverables of the Army Plan, including associated risk – linked to serial 2 above (Management of Risk), and ensure input to the Directorate /Wider Army Risk reporting tool
Owner of all Knowledge and Information Management (KIM) for the I2 team.
Line management responsibilities for x2 members of staff.
