Detention Services (DS) is a Command within IE which supports compliance across the immigration system through the detention and removal of individuals who no longer have the right to remain in the UK, and for whom other enforcement approaches have been unsuccessful.
DS is responsible for running the immigration removal estate, which principally comprises seven immigration removal centres (IRCs), with another two IRCs (approximately 1000 beds) currently being developed. We have a responsibility to ensure that people in detention are held securely and safely and are treated with dignity and respect.
The Immigration Removal Centre Expansion Programme (IRCEP) is the DS vehicle to deliver an additional 1000 bed spaces through the rebuilding, and expansion of, two previously decommissioned centres – Campsfield, and Haslar.
Successful delivery will require careful programme management of three significant projects at each site (six contracts in total):
- Phase 1: Renovation (some demolition and new build) to deliver approximately 300 beds across the two sites.
- Phase 2: Expand – to deliver approximately 700 beds across the two sites.
- Operator Service: Appointment of a commercial partner to manage the operation of each site – two procurements (led by Home Office Commercial).
Key responsibilities to include but are not limited to:
- Driving delivery of the projects in the programme to time, cost and quality through visible and effective leadership, working closely with the Programme Deputy Director and Senior Responsible Owner (SRO). Providing leadership across these projects, establishing and maintaining robust project management disciplines.
- Leading a team of project managers and virtual multi-disciplinary teams across operational and professional boundaries to deliver the programme outcomes.
- Ensuring the projects are scoped and delivered, in line with the wider migration and borders end state, ensuring new processes are in line with design principles.
- Drawing up outline specifications for estate development projects, collaborating with commercial teams during invitation to tenders, including the submission of planning applications and compliance with building regulations.
- Leading when consulting with Ministry of Justice contractors, architects, and design teams.
- Assurance that Detention Services infrastructure projects being managed follow the industry standard of the Royal Institute of British Architects (RIBA) digital plan of works throughout the lifecycle of the portfolio projects.
- Aligning the programme to deliver effectively within a complex change landscape, ensuring outcome focus is maintained and identifying opportunities for synergies.
- Building the delivery confidence of the Home Secretary, Immigration Minister, and other senior stakeholders.
- Managing tensions and ensuring that there is a credible and realistic plan for delivery for each project within the programme.
- Collaborating effectively with senior managers across the organisation including Design, Technology (DDAT), Policy, Commercial, analytical teams, senior operations leaders, and change networks to sequence delivery and create an environment that is ready for change.
- Ensuring risks, issue, dependencies, assumptions and decisions are identified and plans are in place to mitigate risks. Escalating or informing the SRO as and when needed.
- Ensuring effective use of programme governance & change control to support delivery and maximise benefits.
- Managing day to day decision making and judging what issues need to be escalated through the governance structures.
- Ensuring effective working with the Detention Services Portfolio Office to achieve open and transparent reporting of the progress of the scoping deliverables, and escalating concerns where they cannot be resolved.
- Working closely with other parts of DS to ensure that engagement and messaging about the programme is consistent with other detention related information.
- Leading a team with diversity and inclusion at the heart of all that it delivers.
- Providing initiative-taking corporate leadership within the Programme, Directorate, wider Home Office, and the Project Profession.
