Summary
We are recruiting for a Business Case Lead, working within the NHS England Commercial Governance, Policy & Improvement function. This is a high profile role, supporting the wider NHSE organisation, in the appraisal of commercial spend and award of 3rdparty contracts.
We are looking for an experienced and capable individual, who ideally has commercial experience in the public sector, and experience in leading teams. The role of the business case lead is to ensure that the justification of expenditure meets our internal requirements, and that high value activity meets the Green Book Five case model (Strategic, Economic, Commercial, Financial and Management cases) to drive better value, and delivery against the NHS long term plan.
This role forms a key part of the business case appraisal process, providing input to multiple, complex and/or high value business case’s and providing oversight and scrutiny of the commercial case, to ensure it meets government policy and standards.
This role will suit a highly motivated person with experience of influencing strategic decisions and driving successful commercial outcomes.
· To manage and develop an efficient process in approving all applicable non-clinical expenditure, and the award of 3rdparty contract awards.
· To ensure that all business case approvals meet internal and external governance.
· To provide oversight and scrutiny of the commercial case, to ensure it meets government policy and standards.
· Lead the preparation of information for key ministerial briefings to ensure clarity with stakeholders on business case objectives and outputs, enabling approvals.
· To oversee the smooth running of NHSE Commercial assurance boards.
· Collaborate with the systems team to develop and embed process changes and use insight to identify opportunities to improve processes and efficiencies in approvals.
· To provide guidance and best practice learning and training to support colleagues understanding on the process and approvals.
· Oversee the tracking of business case submissions, ensuring appropriate processes are in place to flag issues, risks and concerns with the relevant stakeholders.
· Working with Senior Commercial Managers and other key stakeholders to identify and deliver process improvements.
· Identifying, developing and embedding best practice in Business Case writing across the organisation.
· Leading a team of six people to support in achieving the above objectives building a collaborative working environment and an innovative culture.
