Protect and enhance the District’s natural environment through the provision of specialist technical support and advice to the Development and Regulation Service on ecology matters, including on Biodiversity Net Gain and Nutrient Neutrality. Deliver a specialist, professional service with high standards of advice and support.

Key Responsibilities

Take a leading role in the provision of ecology services within the Council, including on Biodiversity Net Gain and Nutrient Neutrality.
Responsible for the development, training, motivation, monitoring of performance and discipline of Senior Officers (Grade I tbc) and Ecology Officers (Grade G-H tbc) including annual appraisals and regular one to one meetings to ensure effective service delivery and that corporate and service objectives are met.
Provide comments, recommendations and advice on development proposals which may affect ecology/biodiversity including pre-application enquiries, planning applications and discharge of conditions.
Provide ecology input into policy formulation including the preparation of development plan documents, planning briefs and supplementary planning documents.
Undertake other planning work including input into appeals, written representations, informal hearings, public inquiries, and consultations where ecology input is required.
Provide support and advice to the Planning Enforcement Team regarding unauthorised development as it impacts upon ecology/biodiversity.
Establish and maintain systems for monitoring the effectiveness of ecology planning policies.
Present items to Committees, Sub-Committees and Advisory Groups of the Council where ecology input is required. Ad
vise as appropriate on impacts to designated sites, protected habitats and species and interpretation of nutrient neutrality/water quality matters and relevant specialist reports.
Production of Habitats Regulations Assessments where required.

Qualifications:

Ecology degree or degree in an appropriate discipline
Membership of (or eligible for) a relevant professional institution e.g. Chartered Institute of Ecology and Environmental Management - desirable

Knowledge:

Detailed knowledge of current good practice in the ecology field.
Detailed knowledge and understanding of survey methodologies, habitat management and restoration.
Extensive knowledge of ecology/biodiversity legislation and national policy and initiatives.
Detailed knowledge and application of nutrient neutrality principles.
Detailed knowledge and application biodiversity metrics in the context of biodiversity net gain.
Knowledge of EPS development licensing requirement and procedures including mitigation strategy design and monitoring - desirable
Knowledge and practice of the principles of SEA, EIA and HRA and the application of the supporting legislation - desirable

Experience:

At least 3 years relevant post qualification experience.
Experience of involvement in complex ecology projects.
Experience of delivering ecology advice on complex issues.
Experience of dealing with ecology issues with regards to planning applications.
Experience of habitat assessment, management and creation

Skills & Abilities:

Sound presentation and report writing skills.
Able to use Outlook, and a web browser to access information.
Able to use Microsoft Office (Word, Excel, PowerPoint etc).
Ability to manage others.
Ability to negotiate with developers/consultants.
Able to recognise opportunities in service development
Able to communicate effectively with elected members, other professionals, groups and the general public.
Able to work effectively as part of a team.
Able to work effectively under pressure and meet deadlines with limited supervision.
