Summary

a. To support the development and implementation of local policies, procedures & data/information solutions to support the delivery of a Trust-wide approach to a Digital Estate, using own initiative & judgement, as a core part of the Trusts Estate Strategy. b. To provide expert advice to support the Head of Estates (Capital) in further development of the function, taking account of new requirements and technological developments related to BIM and Estate data/information. c. To line manage the Estate BIM & Data Management team. d. To support the development and maintain the Trusts Building Information Modelling (BIM) templates for associated documents, including a standard information management plan (SIMP); project information requirements (PIR); asset information requirements (AIR); and exchange information requirements (EIR). e. To work closely with the E&F Technical Development team to ensure that complex data is accurate and sufficiently classified, categorised and resilient to fulfil best practice information management and analysis requirements. f. To ensure that the graphical and non-graphical data in the digital estate database (MICAD Internet Property Register (IPR)) is kept up to date to provide an accurate source of information about the estate and its use. This will include information used to inform other critical clinical and non-clinical Trust systems including the Scan for Safety/ GS1 programme. g. To lead the Trusts processes for estates information submissions, including the annual Estates Return Information Collection. To interpret national information data definitions and analyse the Trusts position in respect to them. h. To be responsible for the maintenance provision of complex and detailed information (including drawings) covering a full range of disciplines and specialisms associated with estate management and to provide detailed technical plans for use by internal and external staff and consultants. i. To take appropriate and timely action where information is not available for an area used by the Trust, to ensure its availability when required. Create complex detailed construction and mechanical/electrical record information where none currently exists, using information gained from site surveys, interpretation of written/verbal information and technical knowledge. j. To ensure that information is available for the service to develop strategic plans, such as data for the development of the Estate Strategy and feasibility studies in support of departmental moves. k. To provide scheme proposals including drawings in support of these. l. To liaise with the Estates Capital and Operational team to ensure that information from Operation & Management manuals is incorporated into the Estate data/information database. m. To assist in the development and management of a Smart Enterprise Asset Management System (SEAMS) for Estates & Facilities. To be responsible for controlling the quality of complex inputs into this system arising from the Trusts BIM and IPR data. n. To identify, interpret, monitor and report on data quality issues. o. To monitor and forecast progress against Trust, local and national targets. p. To contribute in drawing up the budget and financial initiatives for the service, using on specialist knowledge of existing and developing requirements. To act as delegated budget holder for the Estate BIM & Data department and to monitor the expenditure of said budget. q. To keep fully up-to-date with national projects and developments and interpret these to understand the impact of the changes at local level for the Trust. r. To ensure a timely and accurate response to queries, both internal and external. s. To build and maintain productive working relationships with operational and corporate colleagues. t. To keep their manager informed on day-to-day issues which are on-going, including outcomes on specific tasks/objectives. To identify issues that are significant to Estates & Facilities and make management aware of their importance. The post-holder must have the ability to apply mental effort and concentration to complex issues and scenarios on a frequent basis. The post-holder will be required to chair meetings and partake in discussions involving very technical aspects, requiring concentrated mental effort, especially when dealing with colleagues and negotiating challenging solutions. Frequent need for significant concentrated effort when preparing detailed reports, reviewing data compliance etc. Emotional Effort: Occasional staffing issues including personal, disciplinary and redeployment/redundancy situations. Working Conditions: Frequent and extended use of VDU equipment. Required to be able to attend meetings and conferences both on and off site.
