Summary
To undertake, manage and co-ordinate a range of land and property transactions, projects and to provide property related input into new developments for services. To manage the operational delivery of property management in negotiation of occupational agreements, acquisitions, disposals and in the operational implementation of the estates strategy. To develop and implement standardised property management agreements, policies & procedures. To assist in the development of business cases, developing service requirements into actual space requirements and sourcing properties and producing options appraisals to the point of acquiring premises and assisting on the project management of accommodation issues. To develop and manage the programme of lease renewals, rent reviews, service charges and other leasehold time-related matters and to ensure that the supporting property database is maintained, up to date & accurate. To liaise closely with other public sector bodies and commercial organisations to agree terms. Attending meetings with other public sector organisations and providers, and commercial bodies. To lead on all dilapidations issues, ensuring the Company gets the best from its property interests as both Landlord and Tenant To provide advice, guidance and training to the team on property matters, linking closely with legal advisors to ensure that the Company minimises its exposure to risks arising from its occupation of leased accommodation, both at the time of acquisition and throughout the lifecycle of the property. To prepare briefs and manage external consultants on all property-related matters. To be the lead individual between tenant and landlord to resolve property occupancy related issues. To ensure rental levels and service changes are accurately recorded and changed. To liaise with public sector counterparts in negotiating planning agreements with developers. To set budgets using whole life costing mechanisms for new acquisitions and to actively manage project budgets in relation to new acquisitions. To manage external providers performance and delivery. To manage the QEF and Trusts rates budgets and lead on appeals for rates reduction with specialist rating advisors.
