Summary

We are looking for Quantity Surveyor that will be responsible for the financial management of construction schemes within building services, working with all stakeholders involved in the projects.

MAIN DUTIES/RESPONSIBILITIES

1. Assist the Compliance Manager in the day-to-day financial management of construction schemes ranging from £50k up to £30 million, on Major new build housing developments, capital works, schools, and public listed buildings.

2. Collate information and send tender packages to list of contractors for pricing including drawings Bills of Quantities, specifications, and any consultants information.

3. Work alongside the management Team to evaluate the tender returns to ensure we are getting best value and the contractors have correctly completed the pricing schedule.

4. Produce accurate monthly valuations on a variety of construction projects ensuring that the valuation and cashflow is managed effectively submitting them to finance for discussion highlighting any concerns.

5. On a monthly basis carry out reconciliations on your current schemes and submit them to the Compliance Manager, Head of Building Services and the AD of Community Services

6. Implementation of remeasurements for subcontractor valuations and processing and payment of invoices in accordance with contracts.

7. Responsible for all contract administration on projects issuing TQs making sure revised drawings are sent to site or relevant subcontractor, liaising with client representative.

8. Preparation of final accounts and agreeing with the Head of Building services prior to payment

9. Monitoring cost performance management of the direct labour workforce and provide regular reports to the management team to enable effective operational delivery.

10. Preparation and Contract Administration of JCT form of contracts and working in the spirit of JCT. Extensive knowledge of other current forms of contract

11. The post holder will be aware of all health and safety matters with particular reference to CDM regulations 2015 and the responsibility of all duty holders encompassed within the project.

12. To comply with health and safety policies, organisational statements and procedures, report any incidents / accidents/ hazards and take a pro-active approach to health and safety matters in order to protect yourself and others.

13. Inform client of any contractual issues that may affect the scheme or other external influences requiring explanation.

14. Ensure that you work in line with all the Council’s policies and procedures and ensure that you are aware of your obligations under these.

15. In the absence of the Head of Building Services, represent the council and appropriate external bodies.

17. You will be expected to work independently and use your own initiative and show the necessary flair to meet the clients’ aspirations on budget issues.

18. Ensure that risk assessments are carried out on schemes as appropriate and assist with the compilation of the health and safety file.

19. Have a general understanding of ‘Agresso’ and other accounting packages

20. Keep abreast of all new legislation and guidelines and ensure any changes are speedily implemented and communicated.

21. Undergo any training requirements to enable you to fulfil your role making sure CPD is up to date and relevant to the post

22. Behave according to the Employees’ Code of Conduct and ensure that you are aware of your obligations and responsibilities re conflicts of interest, gifts, hospitality and other matters covered by the Code.

23. Carry out your role in line with the Council’s Equality agenda.

24. Any other duties of a similar nature related to this post that may be required from time-to-time.
