Summary

Job Overview
-Appointed by the Divisional MD, the CAE, manages the AEs employed by the Communities Division, to provide assurance to Sector MDs. This includes technical audits of each site annually.

The Chief Authorising Engineer (CAE) for the Communities Division is responsible for monitoring technical compliance (completion on planned maintenance to building services systems and equipment and the safe and efficient operation of such systems and equipment) in Mitie's Communities Division through site audit and analysis of CAFM systems.

They are also in charge of implementing Mitie's Safe Systems of Work (SSoW) for all ‘Disciplines' (High Voltage; Low Voltage; Pressure Systems; Gas; Refrigeration; Confined Spaces; Hot Works; Working at Height; Excavations; Petroleum; Lifts; Ventilation; Water; Medical Gases; Fire; and Decontamination). They lead a team of Authorised Engineers (AE) who carry out the technical and operational audits, inspections and other tasks related to building services systems and equipment.

The CAE also coordinates with the Divisional Commercial Director to ensure Mitie's SSoW procedures align with the contract obligations of individual Communities accounts.



Main Duties

-be the focal point for technical compliance and the application of Mitie's SSoW on Mitie Communities accounts

-recruit, appoint and retain sufficient AEs to carry out technical compliance audits, assurance reporting, and manage SSoW compliance across the Communities estate

-undertake suitability review of AEs appropriate to the function/discipline(s) and appoint AEs

-act as the primary interface with the CAE for Mitie Group Operations on matters concerning SSoW

-be Communities' custodian of Mitie's SSoW and ensure its applicability, currency an ensure that it is updated by Mitie Group Operations when required

-coordinate with the CAE for Mitie Group Operations to adjudicate and / or arbitrate in issues concerning SSoW

-maintain own professional competence

-act as champion for the improvement and development of Mitie's SSoW and the Continuing Professional Development (CPD) of Communities AEs

-chair Communities' SSoW Steering Group (or arrange a deputy as required) to be attended by all AEs

-review the results of monitoring and audit reports by AEs to ensure the implementation of audit assurance and Mitie's SSoW across Communities, and report any deficiencies identified to the relevant Divisional MD and CAE's Line Manager

-undertake audits of process and compliance

-provide reports to the Divisional MD, Sector MDs, Commercial Dir, QHSE Director and other stakeholders as required

-approve and issue of SSoW related procedures, instructions, plans, forms and notices

-liaise with other Mitie departments, the Health and Safety Executive (HSE) as required by the QHSE Director and Non-Government Organisations (NGO)

-ensure that all sites are subjected to the necessary audit regime to provide technical assurance and implementation of Mitie's SSoW procedure

-publish a programme of audits to Divisional MDs, their Heads of Technical and the Technical Assurance Review (TAR)

-maintain a log of all AE Inspection or AE Audit Reports for ‘Learning from Experience' purposes and share pertinent information at the TAR and SSoW Steering Group

-Provide each Account Manager with a single action plan to address non-compliance determined through audit of the Account Manager's site(s), and provide effective early warning of technical issues and Non-Compliance Incidents (NCI) on their account

-be the focal point to their Divisional Executive team, Sector MDs, Heads of Technical, Account Managers and AE teams in all matters relating to Mitie's SSoW procedure

-be the focal point for the management and implementation of Mitie's SSoW by their AEs

-ensure there are enough AEs appointed to cover all Sectors and Disciplines within their Division including suitable and sufficient deputising arrangements. This must include the assessment of the AE's workload, taking into account the numbers and geographical area of AP appointments within the AE's span of control (including those not on the Divisional estate)

-ensure, through the AEs, that the number of APs required for a site is determined

-Make a monthly declaration to the Divisional MD, Sector MDs and Heads of Technical on the number and names of AEs (including deputising arrangements) and APs employed within their Division (including names and Disciplines) and a statement as to whether the numbers are sufficient. Ensure Divisional MD, Sector MD, Heads of Technical and Account Manager are notified of any deficiencies in the manning level

-maintain own professional competence

-undertake suitability assessment of AEs and issue ‘Letters of Appointment' as appropriate and receive confirmation of acceptance from the AE to the CAE

-suspend the appointment of an AE, record the reason(s) for the suspension and recommend actions to resolve the issue

-maintain the ‘SSoW Register' of AEs for the Division and be the custodian of all ‘Letters of Appointment' issued to AEs and all letters from AEs confirmation acceptance or rejection of an appointment

-agree measures for an AE to assume AP duties for a limited period as required

-attend the SSoW Steering Group and chair TAR meetings (or arrange for a deputy as required)

-undertake reviews of the audit process and review an AE's implementation of the audit process

-develop individual training plans for AEs including Continued Professional Development (CPD) of the AEs under their control

-ensure that deputising AEs hold the relevant letter(s) of appointment (including Major and Minor Disciplines) to discharge their function

-ensure that the AE has sufficient time to maintain their site and system familiarity for both the sites and systems they are directly responsible for and for those that act as the deputising AE.

-develop individual training plans for AEs;

-report to the CAE Group Operations and Divisional MD where concerns associated with AEs are identified;

-provide assurance to the CAE Group Operations and Divisional MD that AE / AP resourcing is suitable and sufficient for their Division;

-notify the CAE Group Operations of any agreed deviations of the requirements of Mitie's SSoW;

-ensure all AEs are made aware of any information or notices relevant to their sites, systems or Discipline(s) as soon as is reasonably practicable, and ensure that they receive copies together with any appropriate advice to minimise risks and to prevent danger;

-ensure any amendments to Mitie's SSoW are brought to the attention of and understood by all AEs;

-carry out incident/accident investigations as may be required by the Divisional MD, Sector MDs or Divisional QHSE Director;

-advise all AEs who is the deputising CAE when absent or unavailable; and

-maintain a personal logbook.

What we are looking for
-be an employee of the Mitie Division for which they are responsible

-have attained an engineering degree in Electrical, Mechanical, Structural, Civil or similar

-hold current registration at Chartered level by an appropriate engineering accrediting body (CEng)

-have carried out the role of AE for at least two ‘Disciplines'

-have relevant experience of construction works and Facilities Maintenance (FM)

-possess a detailed knowledge of SSoW procedure and Health Technical Memorandum (HTM)

-be conversant with current Health and Safety legislation and regulations and holds the NEBOSH general certificate or equivalent

-be proficient in undertaking assessments and audits of personnel and processes

-experience of conducting accident investigations

-possess good communication and interpersonal skills

-Excellent analytical, problem-solving, and decision-making skills

-High attention to detail, quality, and safety

-Ability to work under pressure and handle multiple tasks and deadlines

-Proficiency in Microsoft Office and other relevant software applications
