Developing programmes to achieve efficiency gains and effectiveness savings through the implementation of a balance of technology, leverage and work redesign. Managing specific programmes or projects in line with the corporate plan in their entirety ensuring objectives and deadlines are met and are aligned with the functional change agendas.
Challenging current working practices and influencing the pace and take up of a continuous improvement culture, operational process benchmarking across the Directorate. Ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies.
Key Responsibilities


Create, manage and deliver key strategic programmes and projects enabling the business strategy.
Provide strategic support to Senior Management on programme management and to work with the Strategy & Partnership Manager to define transformation projects, identifying the critical success factors, requirements and financial benefits, identifying the critical success factors, requirements and financial benefits (and costs).
Oversee project managers, business and process analysts to ensure project portfolios are successfully delivered. Provide challenge to project managers and key business leads regarding change programme delivery.
Create, manage and deliver a programme of service improvement projects and work with others facilitating and leading a stream of efficiency improvements across the Council.
To work with stakeholders including district councils to identify the business justification, establishing the project objectives and benefits, metrics, risks and financial data. Define the project scope, impacts, costs, deliverables and schedule.
Act as a champion for performance-based culture and change within their projects and work with colleagues and process partners to achieve the desired outcomes.
Foster partnerships to develop effective relationships with suppliers and customers including negotiating on behalf of the services on a range of issues.
Contribute tangibly to the vision of Directorates.
Be accountable for the relevant streams of programme investment budgets, ensuring effective and efficient use of programme funding.
Lead on Business development support tasks that may include activities such as: forward planning/ scheme of delegation/ business continuity/ information governance/ performance information/ engagement and consultation/ communication/ equalities.

Qualifications:


A degree/ equivalent level qualification or relevant professional qualification (e.g. managing several successful programmes)

Knowledge:


Strong knowledge, understanding and application of best practice programme and project management frameworks
Strong understanding of continuous improvement, business process re-engineering and visual management processes, techniques and tools
Excellent understanding of local government political context and decision-making processes
Strong strategic awareness

Experience:


Experienced in development and delivery of transformational change programmes
Experience in influencing and persuading senior managers to take specific courses of action
Experience of formulating recommendations for senior management and policy makers and implementing proposals
Significant experience in developing, implementing and evaluating large change management programmes, involving multiple stakeholders
Excellent change management and stakeholder management experience
Proven track record of delivering successful process change or other work changes in a complex environment involving ICT or of achieving business improvement results within a large organisation
Excellent track record of identifying and delivering innovative and creative solutions to complex business problems





Skills & Abilities:


Excellent project management discipline and team working skills
High level analytical skills and ability to interpret and communicate complex written and statistical information
An effective communicator at all levels with excellent communication skills and an ability to communicate (both orally and in writing) to a wide range of audiences on complex matters and to persuade managers to adopt new practices by documenting preferred solutions and implementation plans and bringing others with you at the same time
Skills of an internal business efficiency consultant and comfortable engaging at all levels presenting to and working with senior managers and leadership teams
Able to take charge of the job and promote a clear sense of purpose, motivating others to achieve process improvement goals
Able to coach and sell change by others in a supportive and empathetic hands-on way
A ‘completer-finisher’ by nature and able to skilfully lead and manage teams of co-workers that have process in common
Highly organised, and positive and always put team performance first
