Role Length: This opening assignment is for 11 months

The Migrant Education Programme Lead Officer main purpose will be to lead the education programme for schools, providers and parents of newly arrived migrant children across Oxfordshire.

This is a key strategic role working across education teams in Oxfordshire including SEND, 16-19yrs, Early Years (EY) Advisor, School Information Officer, and EAL lead

In addition, in order to support migrant families and their children to maximise their potential, you will also work closely with Attendance Officers (Migrant) and our Migrant Locality Worker (social worker/manager).

Key Responsibilities:

Face to Face support with new migrant arrivals and in schools where they need education advice (largely due to new elements and lack of spoken and written English and cultural differences, including for SEND).
Preparing copy for the website, including supporting translation of copy for migrant home languages
Be a member of the Migrant Partnership Team, working with various education teams including SEND EY, SEND school Transport, School Attendance, etc .
Supporting all migrants to access education provision including SEND – schools, special schools, specialist units, SEND entitlement, access to provision, understanding nuances of cultural differences, supporting access to special school transport, holiday provision, respite care, EHCP, and OCC SEND teams, school-based Enrichment clubs, activities (both in school and in the community), including voluntary providers.
To work with appropriate council education teams to ensure latest compliance with current legislation.
To work with translators to prepare content for OCC's website.
To work with an Information and Media Administrator to ensure the website is uploaded.
Education Information and guidance to be available on the website for migrant parents for ease of understanding will relate to all education provision for 5–18-year-olds, processes such as school admissions, school transport, attendance, school transfers, exams, assessments, reports, free school meals, uniform, house systems, holidays, term-time and key dates, behaviour management, school trips, etc.
Effective communication with a wide variety of audiences, including parents/carers, regarding the various funding / grants / schemes in relation to different migrant groups: FSM, Pupil Premium, HAF, Household Support fund, Educating Welfare fund, Government grants, Census and other funding streams – local and national and explaining the relevance of ILR and NRPF to each migrant group.
In-depth specialist research to identify best practice in the schools and other providers regarding education provision for migrant families and their children across Oxfordshire as well as the appropriateness and impact of educational purchased resources (software, apps, books, games, flashcards, etc), increased curriculum/exam offer best practice (evidence collected from schools with HfU pupils), comparative merits of teaching groups: e.g. the impact of varied models of delivery including: same/lower year groups, small group, EAL units, one-to-one, reduced subject timetables, KS4 options.
Develop a training package for schools, other providers and parents/carers.

Qualifications:

Bachelor’s degree (or equivalent).



Skills & Experience:

Extensive experience in the field of education – primary/secondary/adult education level and also Senior Educational Leadership.
Five years related professional experience to include three years of successful teaching.
Be highly organised and systematic in approach
Substantial experience in leading complex organisations, large teams, with evidence of significant impact and quick delivery of outcomes.
Ability and experience in preparing detailed reports and presenting to high level personnel including Director level, Council Members and Officers, Elected Members, and Government Officers.

Use a variety of research and analytical skills to determine the scope and nature of a problem.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
