An exciting opportunity has arisen for a Resilience Delivery Manager to join the Delivery Management team to provide delivery of an effective reactive, winter, and severe weather service which meets the strategic objectives set by the council. The successful candidate will take a lead role on the management of emerging maintenance issues on the highway network, ensuring that processes are in place which address such matters efficiently and effectively. Lead the delivery of an effective winter and severe weather service, including contributing to the management of large incidents and planned events.
The role will report to the Head of Delivery Management and is integral to the operation of our reimagined Service. This role will require effective management skills aligned with relevant technical knowledge, to support the service in the delivery of effective, efficient and value for money services.
Key responsibilities of this role are:
- Lead the delivery of all commissioned activities as they relate to resilience of the highway network.
- Create and manage systems which allow the service to investigate and respond to defects or other urgent matters across a wide variety of highway assets and within set timescales.
- Provide a winter and severe weather service to meet the council's obligations under Section 41 of the Highways Act (and complimentary legislation).
- Take a lead role in selecting appropriate procurement routes for a variety of routine and specialist tasks. Maintain a procurement pipeline with corporate procurement and ensure that a compliant strategy is in place for each planned item.
- Ensure that financial expenditure and management across the area of responsibility meets regulatory and council policy requirements.
We are looking for someone with:
- Substantial managerial expertise in a directly related field.
- Experience of leading teams which manage winter and severe weather in the infrastructure sector.
- A practical and pragmatic style with and ability to find creative solutions to complex problems.
- Experience of contributing to the management of severe weather events and responding to spikes in demand for finite services.
- A detailed understanding of relevant health and safety legislation and a personal commitment to managing safety.
