Summary

Do you want to lead a team of specialists, working collaboratively to minimise disruption and improve journeys on our highway network?

We are looking for an experienced Traffic Manager to lead the coordination of works and incidents on our highway network - reducing congestion, minimising disruption, and improving journeys for residents, businesses and visitors. Our Traffic Management team keep people moving.

At Bracknell Forest, we pride ourselves on being a council which is stable and well-managed where our employees can thrive in a supportive environment. We understand the importance of a healthy work-life balance and offer a variety of flexible working practices, including options for remote working and arrangements that allow you to work from home, dependent on the needs of the service.

The role includes an expectation to work from our Time Square office a minimum of 1 day per week, alongside flexible working arrangements.
About you...
In the statutory role of Traffic Manager, you will help reduce traffic congestion and keep roads moving smoothly for everyone, ensuring the council meets its Network Management Duty under the Traffic Management Act 2004.

You will be confident in managing challenging situations, with strong interpersonal and conflict‑resolution skills, and a clear commitment to fairness and high standards across the highway network. Drawing on your knowledge of the highways and transport sector, attention to detail, and collaborative approach, you will oversee day‑to‑day operations and respond proactively to network disruption and incidents.

As Traffic Manager, you will undertake and manage an out-of-hours call out system for emergency situations on the highway network, for which an additional payment of £300 per month is made.
About the team...
You will find the Highways & Transport division a supportive and inclusive environment where colleagues enjoy teamwork and problem solving. Delivering all the duties of a local highway authority, your colleagues have the experience and professionalism to support you in making an impact on what we do. Working with colleagues across the organisation you will experience our proactive approach that underpins everything we do.

Key responsibilities...
Develop and maintain the council’s Strategic Highway Network Management Plan and direct street work operators, statutory undertakers, local businesses and other council departments.

Manage a team of officers to ensure that the council discharges its legal duties in relation to the Traffic Management Act and be responsible for managing the implementation and operation of the Bracknell Forest Permit Scheme (BFPS).

Ensure the effective recovery of income including BFPS fees, NRSWA section 74 charges, inspections charges, licence fees and Fixed Penalty Notice income and pursue debt recovery in order to balance operational costs.

Manage and respond to an out-of-hours call-out service, ensuring timely and effective action during highway emergencies.
