This will support the service to deliver on statutory Care Act requirements to support people to develop and maintain their wellbeing. We are looking to appoint a motivated, enthusiastic, experienced, and appropriately skilled individual to support the delivery of our performance management framework across Adult Social Care.You will be part of a service which supports Adult Social Care to become intelligence led, evidence based, and outcome focused. You will support and embed the new performance framework through data analysis, audit, partnership working and system development whilst supporting the wider team through accurate and timely performance reporting, the provision of quality compliant statutory data returns, Care Quality Commission inspection preparation and continuous improvement.The successful candidate will have a commitment to continuous quality improvement, excellent communication, negotiation and relationship building skills, have a ‘can do’ approach to the role and be committed to delivering an efficient, effective, and flexible service to internal and external stakeholders.ROLE AND PURPOSETo support the Senior Business Analyst in developing a performance and business analytics approach and framework for service data and information management to ensure the provision of business intelligence, that will enable Assistant City Managers and Service leads to make informed and accurate business decisions. To design, implement and manage performance information management systems that comply with Central Government, Council and partner organisations requirements. To provide advice and guidance towards the achievement of strategic service delivery objectives and the development and implementation of policy, procedures and strategy for Adult Social Care. Ensure that all adult statutory performance information returns are completed and submitted in line with statutory guidelines. Analyse the outcome of statutory returns and other performance data and identify areas for improvement, along with solutions for these areas. Analyse operational processes, giving advice and guidance to achieve successful business processes. To produce and manage a service wide performance scorecard and to work closely with partner organisations in the completion of citywide data sets. To manage the collation and delivery of key performance indicator information and in-depth business intelligence. To deputise for the Senior Business Analyst in a variety of arenas when required. To produce regular and ad hoc performance reports for the departmental management team.
PRINCIPAL ACCOUNTABILITIES: 1 Strategy – To support in developing strategies to improve service efficiency and realise cashable savings, making optimum use of technological developments.Provide advice and direction in service business planning, processes and performance. To be responsible for performance reporting of service operations to help inform future service delivery.Support in the development and delivery of business cases and related change programmes and plans consistent with the needs of service users and the objectives, priorities and targets of agreed local strategies and corporate plans.To provide professional performance management skills to support Adult Social Care’s strategy of cost reduction, business change and service transformation and improvement. To support Adult Social Care performance management to support the senior management team in identifying opportunities for more efficient operation and cashable financial savings.To support the Senior Managers and Finance Business Partner to understand performance results and report on progress in relation to the Transformation Programme benefits realisation.Monitor, interpret and disseminate regional and national legislation and guidance to ensure the authority is legally compliant. Manage a compliant performance system, as part of a wider business analysis and performance framework.2 Customer Focus - To be customer focused and gaining and using customer insight and feedback when formulating service strategy and delivery.Drive a positive service culture as part of the service change agenda.To provide performance reports and business cases to the management team to ensure continuous improvement in the service.To develop and maintain good working relationships with colleagues across social care and health and other council directorates.To establish, develop and maintain effective working relationships with local and regional partners and national external regulatory bodies to meet the strategic objectives of Adult Social Care. Represent the Authority at regional and national workshops and webinars.3 Performance Management – To inspire and demand continuous customer and value focus and improving efficiency in service delivery. Provide support to designated programmes and projects, promptly highlighting areas of concern for underperformance and putting forward remedial actions where required.To provide assurance to DMT and Operational Managers through validation and interpretation of data, that progress is being made, or areas of underperformance are identified.Provide detailed evaluations on short and long term service performance targets to support continuous improvement.Prepare and disseminate benchmark research to develop best practice and participate in the development of projects and pilot studies on new returns and compliance studies at a local, regional and national level. Represent the service with internal auditors and external inspectors, including managing the information requirements for inspections.To design and co-ordinate service user statutory surveys and provide in-depth analysis for the senior management teamTo manage the development of in-depth analysis of information on volume, demand and cost trajectories across a range of services. To manage the collation, interpretation, presentation and dissemination of analysis of complex data sets for a range of stakeholders, including the senior leadership leam and other service managers, health and public health partners and NHS Direct. .4 Leadership – To be a visible and effective leader modelling exemplary behaviour for staff in promoting a culture of seeking excellence in the quality of service provision and of valuing equality and diversity in all aspects of service delivery and employment practices. Lead the ASC performance element of the Business Analysis Unit. Directly manage the Performance and Business Intelligence Analyst and supervise their day to day activity.5 Statutory Obligations - Elements of business change cover statutory functions and the postholder will ensure compliance with all relevant legislation and policies when developing business cases and service delivery options. Also takes account of legislation that promotes equality to access, respect for Human Rights and vulnerability of people and minority groups.Will be responsible for the submission of statutory performance returns.
