While this role is hybrid , three days needs to be at office and role includes visits to young people .

To work with Children services and partner agencies to provide care experienced young people with a comprehensive and proactive service in relation to their housing needs.

To manage the Universal Credit Housing Element sign-up process of semi-independent accommodation for care experienced young people. To ensure that young people are clearly advised of their rent and benefits obligations.

To have primary responsibility for ensuring housing benefit/universal credit are in place for accommodation/tenancies.

To act as the co-ordinate liaison between Housing Benefit/universal credit and the leaving care/housing department.

To create and manage rent accounts on the housing management database (Cx) for young people in semi-independent accommodation.

To contribute to the completion of all required administrative tasks including reports, assessments and the keeping of appropriate records in accordance with Redbridge Housing and leaving care policies and procedures.

When required, to attend Professional’s Meetings, Multi Agency Panels, liaison meetings and other types of specialist support meetings as required.


Role and Context
Overall Role Purpose:

Member of the Income/ Accounts Receivable Team dealing with all areas of the invoicing and collection of fees and charges raised by all Council Departments.


Role Context:
The post holder is responsible for providing a customer focused service, effectively collecting a wide range of fees and charges from individuals, companies and public sector organisations in accordance with procedures, the relevant legislation, Council Policy and required timescales. Duties also require ensuring that all debts have been properly raised and liaising with relevant staff in Revenues, Benefits & Transactional Centre, as well as other Council Departments and external representatives.


Key Accountabilities and Result Areas

Strategy and Planning


Set priorities of duties to ensure the efficient invoicing and collection of fees and charges, including residual LBR mortgages.
Ensure that the invoicing and collection comply with procedures/processes, all legal requirements, Government and professional guidance, LGO decisions and Council policies.
Work collaboratively with internal and external partners.

Operations and Support
Contribute and support colleagues to continuously improve performance.
Regularly review unpaid debts and proactively chase unpaid debt, refer outstanding queries on these cases to the relevant managers and update the Team Leader on progress.
Assist Team Leader with the preparation of case papers and technical evidence/advice for County Court cases.

Educational Ability






Key Subject or Content Areas (inc: Desirable Qualifications)
Certificates of higher education; NVQ level 4; HND; BTEC professional; and equivalent qualifications, or evidence of demonstratable application in the course of experience.

A good knowledge of all homelessness legislation as covered by the 1996 Housing Act
Part VII and the homelessness reduction act 2017, housing advice law (security of tenure, despair, rent arrears) the Protection from Eviction act 1977, housing allocations as covered by the Housing Act 1996 part VI and other housing legislation, welfare benefits expertise and adult and children social care and health knowledge






Management



Thorough understanding of inner-city housing issues
Good knowledge of benefits system and entitlements
Understanding of access to social housing locally
Awareness of issues and initiatives facing local authority housing
Good knowledge of relevant letting's, Homelessness and Housing Act legislation including security of tenure I'm private tenants’ rights.
A good knowledge of services, and support available to applicants experiencing housing problems

Experience of providing an effective advice service to members of the public
Experience of implementing an equality and diversity approach to service delivery
Experience of working in a team
Experience of working in a demanding frontline customer service environment.
Experience of working with vulnerable customers and providing appropriate support
Experience of working with homeless customers and those in housing need
Experience of carrying out interviews, investigations, negotiations
Experience of successfully working to performance targets and deadlines
