An exciting opportunity has arisen for a motivated and forward‑thinking Senior Waste Operations & Contracts Management Officer to join the Waste Contracts and Haulage team on a fixed term basis.

This role puts you at the heart of driving innovative projects that improve how we deliver waste services across Leicestershire as well as helping to manage operations. You’ll lead on developing waste treatment and recycling services, oversee key contracts, ensure compliance, and help shape service improvements that make a real difference. About the Role

You will support the waste management service in ensuring operations run safely, efficiently and in line with all relevant legislation.

A key part of the role involves managing a range of waste‑related contracts, preparing tender documentation, monitoring contractor performance and contributing to procurement processes. You will also help develop and deliver recycling, treatment and savings initiatives, alongside leading operational projects that improve how the service functions.

The role includes monitoring budgets, handling customer enquiries, maintaining productive relationships with contractors and partners, and ensuring accurate data, reporting and business processes are in place. Where required, you will supervise staff, support their development, and provide cover for senior colleagues to help maintain service continuity.

About You

To apply for this post, you must:

  • A relevant degree or significant experience in contract procurement, contract management or the management of waste operations.
  • Experience in procuring and managing waste or maintenance contracts, overseeing waste operations, and delivering projects in a service environment.
  • Experience in budget management, monitoring and planning, alongside an ability to interpret and produce reports and provide clear advice to stakeholders, including senior managers and where appropriate elected members.
  • Proven ability to engage effectively with customers and partners, supported by excellent communication and presentation skills and the ability to negotiate, influence and achieve successful outcomes.
  • Good knowledge of waste disposal and treatment legislation, site operations, environmental compliance, and relevant contract and procurement legislation.
  • Good knowledge of project management principles and the ability to apply them to operational and contract‑related work.
  • An understanding of, and commitment to, and be able to apply this to all aspects of the role.
