Our Strategic Property Services Team has several exciting opportunities available across our development, commercial estates, operational real estate, acquisitions/disposals and valuation teams.

Leicestershire County Council has an incredibly varied and interesting estate with 728 assets with a combined value of £519m including major development sites, a large farms estate, industrial and office portfolios as well as our occupational assets including schools, depots, libraries, care hubs to support the effective delivery of services for our internal clients.

Our occupational portfolio operates under a Corporate Landlord Model, and the remainder is held in our Investing in Leicestershire Program (IiLP), which was established to improve financial resilience and support the continued delivery of essential frontline services, support job creation and economic growth across the county.

You will also support the development and management of the Councils investment property portfolio, generating value and income for the Council.

About the Role

As our Commissioning Manager - Operational Real Estate, you will lead, direct and drive the real estate management of the County Council’s Operational Estate (land and property assets) ensuring compliance with the Corporate Asset Management Plan and achieving best consideration under s123 Local Government Act 1972.

You will lead the development of strategy and plans on behalf of Client Departments and translate these into deliverable outcomes. With responsibility for the focus on a Corporate Landlord Model across the portfolio to improve efficiency, you will reduce costs, strategically align with corporate priorities and have a more in depth understanding of the Operational Estate.

You will ensure all statutory and legal obligations relating to the portfolio are met and the portfolio is managed to the highest professional standards, including confirmation of consents and legal agreements being in place prior to any building works taking place.

You will manage and monitor the Estates budget and produce timely management information reports, and ensure that corporate annual valuations are completed in a timely manner.

Overseeing the effective performance management of the operational real estate portfolio, you will strive for continuous improvement and to ensure the submission of regular and routine performance monitoring reports to Corporate Property Steering Group (CPSG), relevant government departments, external bodies and clients, as appropriate.

About You

To apply for this post, you must be able to evidence in your application how you meet the following criteria:

  • Relevant degree or equivalent qualification and full membership of the Royal Institution of Chartered Surveyors. Registered Valuer status would also be beneficial.
  • Extensive experience of managing Estates Management and /or Valuation, Acquisition and Disposal functions at a senior level in a complex environment.
  • Successful development and implementation of capital and revenue programmes and budgets, contract preparation, tendering and contract Management.
  • Experienced in operational Strategy formulation, development and implementation.
  • Knowledge of the public sector environment and the strategic drivers for transformation and change in local government and other public services and how they affect local government and their partners.
  • Demonstrable experience of developing and working in successful partnerships with external parties.
  • Proven ability to proactively drive performance, manage change and continuously improve services.

You will also be required to regularly visit sites across Leicestershire as part of your duties as Commissioning Manager - Operational Real Estate.
