Summary
Neway International are seeking a Grounds Operative – Building Services & Maintenance to join our client based with Monmouthshire County Council.
Location: Monmouth Depot, Mitchel Troy, Monmouthshire, NP25 4HX
Hours: 43 per week (annualised hours)
Start Date: 13 April 2026
Rates:
• PAYE: £12.85 per hour
• Limited/Umbrella: £16.62 per hour
Work Pattern:
Monday–Thursday 07:30–17:00
Friday 07:30–15:00
Annualised hours: 43 hours per week mid‑March to end October; 37 hours per week November to March.
Location may change if service needs require relocation.
About the Client
Monmouthshire County Council’s Waste & Street Services department is a newly established service within Operations, bringing together Recycling & Waste, Street Cleaning, Cleansing and Grounds Maintenance. The service is committed to delivering a safe, clean and sustainable environment for residents, maintaining high‑profile public spaces and supporting community pride.
Safeguarding is a core priority, and all employees are expected to uphold the Council’s responsibilities in protecting children and adults at risk. Welsh language skills are desirable for this post.
The Role
The Grounds Operative will support the delivery of high‑quality grounds maintenance across public open spaces, verges, schools and contracted sites. Working individually or as part of a team, the postholder will contribute to creating and maintaining safe, clean and sustainable environments. The role also includes supporting Street Services when required, including litter picking and responding to fly‑tipping.
This is a physically active, outdoor role requiring flexibility, safe working practices and a commitment to high service standards.
Key Responsibilities
Carry out grass‑cutting activities using hand‑held and ride‑on equipment.
Maintain horticultural features including shrub beds and annual bedding areas.
Assist with grave digging and cemetery tasks (following appropriate training).
Mark and maintain sports facilities.
Undertake landscaping of open spaces.
Carry out arboriculture work as required.
Empty litter bins and undertake litter picking across open spaces, verges and hard surfaces.
Respond to fly‑tipping requests, ensuring correct evidence‑gathering procedures are followed.
Ensure vehicles are kept clean and daily safety inspections are completed.
Use plant and machinery in accordance with manufacturer instructions.
Support waste collection only where the operative has opted into relevant rotas.
Participate in weekend, evening, bank holiday and emergency response rotas where required.
Work within the annualised hours scheme and adhere to safe working practices and Council policies.
Candidate Requirements
Experience in grounds maintenance, outdoor labouring or similar operational work.
Ability to work safely, follow procedures and comply with Health & Safety legislation.
Polite, professional conduct when representing the Council.
Willingness to undertake required training.
Clean and current driving licence (HGV desirable but not essential).
Ability to work flexibly, including weekends, evenings and emergency response when required.
