Summary
We are looking for a Head of Business Partnering to play a critical role in delivering DVSA’s business objectives through high‑performing, sustainable people strategies. Reporting to the Director of People, you will work closely with senior leaders to ensure our people agenda supports organisational priorities, enables effective change, and embeds continuous improvement across the Agency.
As a key member of the People Directorate leadership team, you will lead and develop a high‑performing team of HR professionals, providing expert business partnering and front‑line people services. You will shape and deliver people strategies, frameworks and practices aligned to the Civil Service HR model, drawing on expertise from DfT Group, Cabinet Office and wider Civil Service networks.
You will have significant influence across DVSA, ensuring people considerations are embedded early in business activity, that work is prioritised effectively, and that the right expertise is engaged at the right time. Externally, you will represent DVSA, contributing to cross‑government initiatives and sharing best practice.
We are looking for a collaborative and credible leader with strong strategic insight, excellent stakeholder management skills and a passion for inclusive, respectful leadership. You will be comfortable operating at pace in a complex environment, balancing operational delivery with long‑term transformation.

Reporting to the Director of People, the Head of Business Partnering (HoBP) works directly with senior leaders to ensure customers are well supported, change is well managed and continuous improvement is what we do.
The post holder contributes to the delivery of DVSA’s business objectives through the design and implementation of high performing and sustainable HR strategies, frameworks and practices within DVSA. This includes Business Partnering, driving the people change agenda, delivering front line people services and driving an ethos of continuous improvement.
The post holder works alongside Cabinet Office and DfT Group colleagues and delivers a professional HR and Transformation function which is aligned to the Civil Service HR model, seeking support from DfT and wider Civil Service teams where appropriate. The post holder influences the development of cross government initiatives and represents, best practice and DVSA’s needs.
