Primary Duties of the Position

The primary purpose of this position is to serve as a professional mechanical engineer, developing designs, plans, and specifications for systems such as heating, air conditioning, plumbing, fueling, and ventilation systems in support of a military installation. You will perform planning and design work for substantial multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems. You will manage projects for new construction, renovations, and improvements to real property facilities and maintain surveillance over construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with contracted specifications, schedules, etc. In addition, you will plan, program, budget, and execute required projects in support of assigned programs and support or serve as Activity Management Plan (AMP) Manager.

This position is only available to UK Nationals. Applicants must hold UK citizenship and have lived in the UK for at least 8 years out of the last 10 years for this position.

Qualifications & Key Skills required for this role

A degree in an appropriate scientific field plus one year of specialized experience as per the required key skills, or
HND/City and Guilds/ NVQ Level 5/6 in an appropriate scientific field. Progressively more years of specialized experience (as outlined in the key skills) are required for qualifications below degree level.

1. Professional knowledge of mechanical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.
2. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.
3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
4. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
5. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

A valid UK driver's license (Category B) is required.

Conditions of employment for this role
1. You will be required to obtain and maintain an enhanced security clearance, and handle sensitive information in accordance with US and UK laws. This position may also be coded as mission essential.
2. You may be required to travel by military and/or civilian aircraft, and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training.
3. You will be required to complete a 6-month probationary period.
4. Hours of work: 37.5 hours weekly. Fixed schedule: Mon-Fri 0730-1530. Start & end times may be modified due to mission needs and in accordance with organization’s flexible working policies. Overtime may be required, and you may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
5. You must be able to communicate effectively both orally and in writing.
6. You may act as project liaison with the Army Corps of Engineers or other design agencies as required and may be required to serve on A&E selection boards.
7. You must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. You will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
