The Maritime and Coastguard Agency (MCA) are seeking a Regulatory Compliance Intelligence Manager. The successful candidate will work with a variety of internal and external stakeholders to ensure the effective enforcement of the Merchant Shipping Act and other maritime legislation, including undertaking proactive compliance activities and investigating and prosecuting offenders where appropriate. The Regulatory Compliance Investigations Team (RCIT) enforces legislation under the Merchant Shipping Act and other maritime law. The team ensures the Maritime & Coastguard Agency (MCA) acts lawfully and effectively in regulating UK ships, seafarers, and foreign vessels in UK waters by conducting investigations and, where appropriate, prosecuting offenders to support the MCA’s strategic objectives: safer lives, safer ships, cleaner seas.

This role provides strategic leadership and professional oversight of intelligence and tasking activity across the Directorate. It ensures intelligence is effectively collected, assessed and translated into timely, lawful operational action through robust governance, including TTCG and GRP oversight. The post holder identifies trends, strengthens partnerships, and ensures compliance with intelligence legislation and security standards. This role underpins evidence‑based decision making, risk‑informed prioritisation, and the effective prevention, detection and disruption of harm.

Your responsibilities will include, but aren’t limited to:

Lead the preparation and administration of TTCG meetings, ensuring agendas, intelligence products, and risk assessments are accurate and timely. Apply the National Decision Model (NDM) and National Intelligence Model (NIM) principles to prioritise operational tasks and allocate resources effectively. Manage the Gateway Referral Process by screening and evaluating referrals against enforcement thresholds. Ensure decisions are documented in Clue case management software and compliance systems (e.g., UKMS) with robust audit trials. Develop and deliver intelligence packages and strategic assessments aligned with TTCG objectives to inform decision-making and resource allocation. Direct the collection, analysis, and dissemination of intelligence to identify threats, harm, and risk. Monitor KPIs and SLAs for tasking and referrals, reporting outcomes to senior leadership. Maintain compliance with GDPR, data protection, and MCA enforcement policy across all intelligence processes.
