Summary

​Equans is looking for a Head of Technical Operations to join our Sustainable FM National Accounts team on a permanent basis, working across Central Government contracts. This is a full-time role working 37.5 hours per week. On offer is a competitive salary, company vehicle or allowance, bonus and benefits package. The Head of Technical Operations is a national, client facing role working across contracts within the Central Government division of Sustainable FM. The role provides strategic and direction for operational delivery teams and is responsible for setting and communicating standards of statutory and contractual compliance in line with contractual agreements as well as adhering to company procedures and safe systems of work. The Head of Technical Operations will be responsible for line managing a team of Technical Managers who each own various stages of the compliance process including:CAFM and Asset ManagementTechnical GovernanceEnergyCompliance and Assurance The role is fundamental in informing the technical delivery workflow from the setup and local control of the CAFM (including assets), delivery and documentation of the service via the Operations team and our Service Partners, then ensuring the customer’s compliance needs are met by closing the loop during the audit and assurance process. As the Senior Technical Stakeholder within the account, the Head of Technical Operations forms the link between the Equans Central Authorising Engineer team and the Operational delivery functions via the account and division Directors and will be key in translating company policy and procedure into contract requirements and deliverables. In addition, this role requires senior stakeholder management across client technical leads, independent auditing and regulatory bodies. The role will develop the technical delivery mindset for the account and will inform delivery workflow needs through the resourcing, competency and appointment requirement. What will you deliver? Work with the relevant operational leads to ensure the delivery across the full range of compliance services are continually improving while ensuring that SLAs are achievedUphold and improve contract compliance regimes for the improvement and/or efficiency of the serviceDevelop and maintain CAFM Asset Management Strategy documents adopting Equans asset management principles while in compliance with client data requirementsEnsure notices of maintenance standard changes, resulting compliance gaps and safety notices are communicated to the clientEnsure technical governance for commercial changes, procurement of new service lines and delivery of the service (including projects where required)Work with the AE and SHEQ teams to set and/or uphold the standards required relating to qualifications, appointments and training in line with EQUANS safe systems of workDemonstrate a thorough working knowledge of industry maintenance standards and how they apply to contracts, ie SFG20, HTM (including the legislation, regulations and guidance associated with these regimes) Develop end to end technical standards and equip the Operational team to deliverProvide continual improvement and review process to the delivery standards, irradicating any statutory over delivery when legislation reduces or removing any statutory shortfalls if more robust delivery is requiredProvide the technical link between contract delivery and the customers technical authoritySupporting the client, independent auditors and regulatory bodies in satisfying the compliance audit regimen, ensuring remedial actions are logged and communicated effectivelyProvide understanding and delivery focus for all aspects of interfacing with customer third party auditing on compliance, including audit types and volumes as well as the associated reporting.Ensure compliance with statutory and company procedures, always maintaining up to date knowledge.To ensure compliance with company procedures for the effective planning, organisation, control, monitor and review of the services by analysis and control of the relevant data.Technical Management of Planned Maintenance activity in CAFMManagement of CAFM data management needs from Asset taxonomy to maintenance schedules in line with customer expectations and standardsSupport in the management of sub-contractors, identifying compliance gaps and working with the operations to support the solution. Provide the evidence associated to the specialist’s service delivery.To contribute to the financial performance of the contract particularly around operational efficiency, subcontract procurement and identifying opportunities for spendProvide Technical Governance understanding to enable the account to provide a structure of CP / RP / AP - satisfying SSOW and safe operational delivery requirements What can we offer you? We are looking for a self-motivated, experienced and driven individual to add technical delivery experience and their data understanding expertise to the FM team. You will be able to demonstrate experienced leadership, strategic thinking, flexibility, collaboration and efficiency in responding to changing business requirements, and will establish good working relationships with your team and others within the contract and the wider business. You must have the ability to share your experience as the technical subject matter expert for the account while demonstrating a thorough understanding of the contracts and client requirements to ensure the operational and strategic aims are aligned. HNC / HND technical discipline or degree or equivalent experience in appropriate field (Mechanical Systems)Extensive senior technical leadership experience managing both static and mobile delivery across a varied UK wide estateExperience particularly in the Facilities Management environmentExtensive compliance experience and would treat compliance as a BAU requirements of their teams delivery. Experience in managing a compliance team.Extensive Management experience in delivery of +£10m Engineering Operations, Public or Private sector.Delivery of ongoing transformational experience alongside BAU delivery of a challenging account.Extensive experience in managing structured customer expectations while providing efficiency of delivery, alongside a customer third party audit structure.Full driving licence required.
