This role is integral in supporting the DfT Group in gaining and developing the commercial skills needed to deliver an ambitious programme of work. Commercial capability is a key Ministerial and Functional priority for DfT and the wider public sector. To do this, the role holder will support change projects, engage with a broad range of stakeholders, generate and analyse datasets to inform strategic decisions, and monitor compliance where appropriate.
New Procurement Legislation (Procurement Act 2023) was implemented in February 2025, which has resulted in significant changes for the Government Commercial Function (GCF) in the way the public sector undertakes commercial activities including how commercial activities can be leveraged to fulfil a broad range of priorities such as economic growth and environmental commitments. This has resulted in new policies and processes which need to be fully embedded so that everyone that has a role in a commercial project, including contract management is sufficiently skilled and confident in delivering their projects to maximise benefits, not just value for money.
The role holder will be encouraged to use their skills and experience to continuously improve DfT’s approach to commercial capability, and to leverage AI and automation where appropriate, for example in relation to capability data.

As part of DfT’s Commercial Function, the role holder will work closely with all the divisions within the Group Commercial Directorate (GCD) and across the DfT group (EAs & ALBs) to support the on-going design and delivery of commercial capability.
There will be some degree of flexibility on the exact specification of the role and objectives will be agreed on appointment. However, it is expected that activities will include:
- Supporting the delivery of commercial capability projects such as the Transformation of Public Procurement (Procurement Act 2023), Contract Management Capability Programme (CMCP) and embed lessons learned from the recent James Stewart Review.
- Sourcing training products and materials where necessary.
- Providing project management support to capability project leads.
- Gathering and analysing data from multiple sources, including from external parties such as the Cabinet Office, and maintaining a capability dashboard which includes but not limited to CMCP accreditation levels and L&D budgets. In doing so will ensure reports and returns maintain an accurate picture for compliance purposes.
- Contract Management of multiple Bronze contracts, including but not limited to, training sourced to meet business requirements and CIPS Memberships for individuals in GCD.
- Drafting communications for various stakeholders.
- Liaising with stakeholders across GCD (a multi-disciplinary team of professionals collaborating to deliver departmental commercial outcomes) to identify development opportunities (including identifying and or developing training courses) to meet the requirements of the business and individuals, as identified in Personal Development Plans. Whilst ensuring relevant policies and procedures are upheld including relevant spending controls / prescribed routes to market.
