Summary

Neway International are seeking an Outreach Family Support Worker to join our client based with Liverpool City Council.

Location: Liverpool North Connexions Centre, Utting Avenue East, Liverpool, L11 1DQ
Hours: 35 hours per week
Start Date: 23/03/2026
End Date: 12‑week assignment - extended after review
Pay Rate: £17.00 PAYE / £22.09 Umbrella

Work Pattern: 3 days in the office, 2 days working from home

About the Client
Liverpool City Council’s Early Help Service supports children, young people, and families through targeted, preventative interventions. The service aims to reduce the need for statutory involvement by delivering practical, whole‑family support that improves outcomes and strengthens resilience.

The Role
The Outreach Family Support Worker will take responsibility for a caseload of complex Early Help cases (Level 3), providing targeted, home‑based and outreach support to children, young people (0–25 where applicable), and their families. The role involves completing Early Help assessments, coordinating Team Around the Family (TAF) plans, supporting step‑down cases from social care, and delivering intensive interventions to prevent escalation to statutory services.

Key Responsibilities
Hold and manage complex Early Help cases stepping down from Children’s Social Care.

Complete Early Help assessments, lead TAF meetings, and coordinate multi‑agency plans.

Provide intensive, targeted support to vulnerable children, young people, and families.

Support adolescents with complex emotional and mental health needs.

Assess risk and need, adopting the Lead Professional role where appropriate.

Use the Signs of Safety model and Family Outcomes Star (or similar) to evidence progress.

Support families to develop practical parenting strategies and improve relationships.

Maintain accurate electronic records, including assessments, plans, chronologies, and case notes.

Visit families in their homes to deliver direct support and interventions.

Support supervised contact for Early Help cases.

Promote safeguarding and ensure compliance with statutory guidance.

Attend supervision, team meetings, planning meetings, and contribute to service development.

Engage service users through participation and partnership, ensuring their views are recorded.

Work within Early Help Hub Practice Standards and the Council’s performance framework.

Candidate Requirements
Experience supporting children, young people, and families in an Early Help or similar setting.

Strong understanding of Early Help processes, including EHAT, TAF, and Lead Professional responsibilities.

Ability to manage complex cases and work with families facing multiple challenges.

Experience supporting families affected by emotional, behavioural, or mental health difficulties.

Strong communication, de‑escalation, and engagement skills.

Ability to work independently and within a multi‑agency framework.

Competent in record keeping and use of electronic systems.

Enhanced DBS required.
