London Borough of Hillingdon delivers a wide range of public health services aimed at improving outcomes for residents across the borough. Their Public Health team works closely with NHS partners, local services, and community organisations to deliver evidence‑based programmes that support population health, reduce inequalities, and promote early intervention. This role sits within the Adult Social Care and Health directorate and reports directly to the Director of Public Health.

The Role
This is a senior leadership role within the Public Health team, responsible for overseeing the commissioning and strategic delivery of the 0–19 Healthy Child Programme. You will support the Director of Public Health in managing the Collaborative Agreement between the NHS and the Council, ensuring effective partnership working and high‑quality service delivery. The role also contributes to the Best Start in Life Strategy and the maternity and child health priorities within the draft Joint Health and Wellbeing Strategy 2026–2031.

This is a hybrid position with an expectation to be on‑site four days per month.

Key Responsibilities
Lead the commissioning and performance oversight of the 0–19 Healthy Child Programme.

Support the Director of Public Health in managing the NHS–Council Collaborative Agreement.

Contribute to the development and delivery of the Best Start in Life Strategy.

Drive forward maternity and child health priorities within the Joint Health and Wellbeing Strategy.

Provide senior public health leadership across programmes, partnerships, and strategic initiatives.

Ensure services are evidence‑based, outcome‑focused, and aligned with local and national priorities.

Build strong relationships with NHS partners, local authority teams, and external stakeholders.

Produce high‑quality reports, briefings, and strategic recommendations.

Oversee contract management, performance monitoring, and quality assurance.

Support the wider Public Health team with expert advice, leadership, and operational oversight.

Candidate Requirements
Extensive senior‑level experience within Public Health.

Strong background in commissioning, contract management, and partnership working.

Proven experience delivering child health, maternity, or early years programmes.

Ability to work strategically while maintaining operational oversight.

Excellent communication, analytical, and stakeholder‑engagement skills.

Ability to work autonomously and manage complex programmes across multiple partners.
