Job description
JOB PURPOSE
To support the implementation and monitoring of the Welsh Language Standards across Newport City Council by providing advice and guidance on the Welsh Language to council staff, Members and other key stakeholders, supporting the development of wider policy and practice across the organisation and promoting the use of the Welsh language in Newport, both within Newport City Council and local communities.
Key Result Areas
Provide a translation and proofreading service for documents produced by the Council.
Assist in the management of existing Welsh medium files, project records and correspondence
Where necessary provide guidance to Officers on how to use both the Welsh and English language effectively when producing documents in line with the Welsh Language Standards.
Work with relevant Officers in maintaining the Council�s Welsh Language Website and social media channels in order to provide bilingual information in line with the Welsh Language Standards.


Where necessary support the Welsh Language Policy Officer in the administration arrangements connected with documents that may need to be translated by an external company.
Provide verbal translation services as required.

To support the Council�s implementation of the Welsh Language Standards, working with the Welsh Language Policy Officer to provide expertise to the organisation.

To support change in corporate culture and service delivery across Newport City Council

To establish and maintain good working relationships with national bodies, statutory regulators, and community organisations, including the Welsh Language Commissioner

To support delivery of the Council�s five-year Welsh Language Strategy, working with internal and external partners.
Essential
Qualifications
A relevant degree or equivalent qualification/experience

Desirable
� Translation/proof-reading qualifications.
� Member of Cymdeithas Cyfieithwyr Cymru (the association of Welsh translators and interpreters) or willingness to work towards membership.

Knowledge
Essential
Knowledge of Welsh language and Equalities legislation including the Welsh Language (Wales) Measure 2011 and Equality Act 2010.

Desirable
Familiar with translation memory software and systems, e.g., Wordfast
� Knowledge of policy and strategy development
� Knowledge of the approaches, tools, and methods used to research, design, implement and evaluate change across an organisation

Experience
Essential
� Experience of providing Welsh Language translation services and the delivery of successful outcomes.
� Experience of engagement with different stakeholders and partnership working

Desirable
Experience of promoting the Welsh language.
� Experience of building cross sector relationships.
� Knowledge and understanding of local government and the Wales government agenda.

Aptitude and skills
Essential
Ability to communicate effectively both written and orally with a variety of people through the medium of Welsh and English.
� The ability to present and communicate ideas and issues effectively to a wide range of individuals and groups
� Strong planning and organisational skills
� Able to manage high workload and conflicting priorities
