Summary

Midlands Connect is seeking a skilled and forward-thinking Transport Modeller to play a pivotal role in bridging modelling and data functions. This is a unique opportunity to combine strategic insight with hands-on technical leadership, ensuring that Midlands Connect remains firmly evidence-led in shaping the region’s transport future.

At the heart of this role is the operation, enhancement and governance of the Midlands Highway Assignment Model (MiHAM), alongside the wider digital and analytical tools portfolio. You will lead the effective application of core modelling platforms — including SATURN and DIADEM — ensuring that modelling outputs are robust, transparent, reproducible and aligned to organisational priorities.

You will translate complex technical outputs into appraisal-ready evidence, including supporting TUBA inputs and interpretation, and ensure that modelling insights directly inform strategy, policy and programme development. You’ll also champion best practice in governance, quality assurance and documentation, embedding clear workflows, version control and reporting standards to ensure confidence in the evidence base.

Working across technical and non-technical audiences, you will build internal capability, provide clear interpretation of modelling outputs, manage targeted consultancy inputs where required, and ensure alignment between core models and wider digital tools and dashboards.

Please note, this is a 12-month fixed term contract.

What you will be doing

  • Undertake scheme and corridor testing, including defining scenario logic and network coding changes
  • Maintain and improve model validation and documentation, including screenline/link flow checks and journey time comparisons, with clear audit trails
  • Prepare standard outputs (flows, speeds, delays and congestion indicators) and narrative reporting suitable for decision-making and business cases
  • Lead analysis of complex and diverse datasets to support strategy, policy, and programme decisions
  • Use QGIS to undertake mapping, spatial analysis, and production of clear GIS outputs for reports and stakeholder engagement
  • Set and enforce standards for scripts, spreadsheets, and datasets
  • Ensure data products are accessible and documented with appropriate metadata, definitions, and lineage
  • Work collaboratively with National Highways and LTAs to align evidence, assumptions, and datasets where appropriate
  • Support management of MC Digital Azure services with external service providers

What’s essential

  • Senior-level experience delivering highway transport modelling, including strategic assignment modelling and scenario testing
  • Advanced hands-on experience of SATURN, including network coding, matrix handling, scenario management and troubleshooting
  • Hands-on experience running variable demand modelling using DIADEM
  • Experience producing appraisal-ready evidence and using TUBA
  • Strong experience in data analysis and evidence production
  • Strong working proficiency with QGIS for spatial analysis and mapping outputs used in reports and decision-making
  • Advanced technical capability across transport modelling and data analysis
  • Strong written and verbal communication skills
  • Working knowledge of data management, proportional quality control, and information governance
  • Ability to establish and operate model/data QA processes

Location.

The location for this role is Alpha Tower, Birmingham with at least 2 days a week spent in the office.
