We are looking to recruit a Financial Assessment and Visiting Officer to join our Financial Assessment Team based at the Wilson Centre. The team operates hybrid working arrangements, with a combination of office and home working depending on service needs.
This is a fixed-term position until 31 March 2027, working full-time (37 hours per week).
About the role
This is a front-facing role completing accurate means-tested financial assessments for people receiving Adult Social Care services. Assessments are completed in customers’ homes, over the telephone, or at Council offices.
You will determine how much individuals are required to contribute towards the cost of their care and ensure they understand how this contribution has been calculated and how payments should be made. The role also includes setting up direct debit arrangements and supporting customers to manage payments.
You will interpret and apply statutory legislation, including the Care Act 2014, to ensure assessments are accurate and compliant. You will also help maximise customers’ income by providing advice or signposting regarding welfare benefits and other financial support available.
The role involves visiting customers, often working alone in homes or care settings. You will need to communicate sensitively with customers and their families, sometimes in emotionally challenging situations, and remain calm and professional when discussing financial matters.
You will also review unpaid care contributions and negotiate realistic repayment arrangements, balancing income recovery with sensitivity to individual circumstances.
Safeguarding vulnerable adults is a key part of the role, and you will be expected to identify and escalate any concerns in line with Council policies.
About you
We are looking for someone who is positive, engaging and adaptable, with excellent organisational, numeracy and communication skills. You should be able to build rapport quickly while discussing complex financial matters in a supportive and professional manner.
You will ideally have experience:

Working with customers in sensitive or complex situations
Handling financial information and calculations accurately
Working to targets and deadlines
Using multiple IT systems and maintaining accurate records
Explaining complex information clearly to customers
Negotiating payment arrangements
Working independently and managing your own workload

A strong understanding of welfare benefits is essential. Experience or knowledge of Adult Social Care processes or financial assessment work would be beneficial; however, full training will be provided.
You should hold GCSEs (or equivalent) including English and Maths and demonstrate strong attention to detail and analytical skills.
If you are flexible, resilient, customer-focused and committed to delivering a high-quality service, this is an excellent opportunity to join a dynamic and developing team.
For an informal discussion about the role, please contact Amy O'Kane or Rebecca Watson on 01482 613 185 or email Amy.OKane@hullcc.gov.uk or Rebecca.Watson@hullcc.gov.uk
Please ensure that your application demonstrates how you meet the essential criteria against the person specification as listed in the job description.
