About the Role
We are seeking a Systems, Adjudication & Service Improvement Manager to play a pivotal role in shaping the future of Revenues and Benefits services across the Council. This is a high‑profile position, responsible for leading technical teams, driving service transformation, and ensuring that our systems, policies and practices support the efficient delivery of critical services to residents.
Working in a dynamic, politically sensitive environment, you will provide expert policy advice, manage complex appeals and adjudication processes, and lead the development and deployment of our Revenues and Benefits IT systems. You will champion innovation, embed best practice, and drive a culture focused on high performance, customer outcomes and value for money.
What You’ll Be Doing - Leading strategic service development, improvement projects and cross‑cutting initiatives.
Managing the delivery of Housing Benefit and Council Tax Support appeals and tribunal preparation.
Overseeing the maintenance, enhancement and implementation of Revenues & Benefits software systems.
Driving quality assurance, risk management and operational controls across the service.
Building strong partnerships with internal services (Customer Services, Housing, ICT, Communications) and external stakeholders.
Providing expert legislative and technical advice to senior leadership and elected members.
Ensuring services remain compliant with complex, frequently changing legislation.
Managing a team of three direct reports and contributing to the leadership of a wider workforce of around 140 staff.
About You
You will bring:
Significant experience at a strategic level within a Revenues and Benefits environment.
A strong track record of driving change, service improvement and project delivery.
Expertise in managing complex data, performance information and IT system developments.
The ability to lead, motivate and develop high‑performing teams in a challenging environment.
Strong analytical, problem‑solving and decision‑making skills.
Excellent communication and relationship‑building skills, with the ability to influence at all levels.
Deep knowledge of Revenues and Benefits legislation and policy.
A commitment to customer‑focused service delivery and continuous improvement.
Essential qualifications include:
Degree or equivalent experience.
Management/Business qualification.
Evidence of continued professional development.
(Desirable) IRRV membership, project management qualification (e.g., PRINCE2).
