Summary
Estates & Facilities compliance and governance is concerned with how Estates directs, efficiently manages and monitors its activities and the Estate condition, to ensure compliance with legislative requirements and ensures safety of patients, visitors and staff is not compromised.
As maintenance specialist, the post holder will be responsible for ensuring the reliability of building maintenance, engineering infrastructure, systems and equipment. This will include the guidance and support to Estates operatives to ensure Statutory and Mandatory compliance.
The post holder will be accountable to the Associate Director of Estates and Facilities, for areas of responsibility including Lifting Equipment Regulations, Legionella and Water Systems, Low Voltage Electrical Safety, and Medical Gases.
The purpose of the role is to provide support to the Estates & Facilities Compliance Manager and operational staff and support the implementation of Estates service strategy and plans. The Estates Compliance Co-Ordinator conducts audits and provides guidance to staff members to assist with the adherence to ethical and legal standards.

To manage, co-ordinate and prioritise the engineering planned and breakdown maintenance work of both in-house and contracting staff to ensure the service is delivered in a safe and timely manner. Manage conflicting demands of legislation, health and safety, clinical service needs and financial constraints effectively.
To manage and monitor maintenance contractors reviewing performance and authorising invoices for payment upon successful completion of planned works across the QVH site for statutory duties and identify non-compliances.
To co-ordinate and maintain a centralised register of insurance and other statutory inspections including Legionella maintenance, Theatre verifications, lift maintenance, Portable Appliance Testing, patient lifting equipment maintenance, LOLER inspections, medical gases, fuel consumption and energy usage logs, fuel log book and other registers and Estates records are maintained.

Liaise with the Trust Risk Management Department to ensure that Health & Safety requirements are fully understood and adhered to.
To communicate frequently with a wide range of colleagues and service users including delivering complex messages using verbal and written techniques, participating in internal departmental meetings.
Monitor Estates compliance with NHS Health Technical Memorandums (HTMs) and arrange all necessary training and certification.
Provide support to the Compliance Manager with arranging, booking and maintaining mandatory training for Estates & Facilities staff.
