Join Capita Public Service as a Lead HR & Payroll Services Functional Analyst
This is a highly operational role within a large, high‑volume shared service environment, supporting both HR operations and payroll activity for a major transformation programme. The role requires someone who deeply understands high‑transactional back‑office processes, where HR and payroll are tightly interlinked.
You will manage significant volumes of transactional changes that impact pay, while also producing key HR documents such as employment contracts, letters, and maternity schedules. This is not an HR advisory position - it is a back‑office, shared‑service focused operational role.
We are looking for candidates with experience gained in large shared service centres or outsourced HR/Payroll organisations, as well as environments undergoing major system transformations such as SAP-Oracle migrations. Experience within the civil service, public sector, or similar structured environments - particularly where candidates were involved in process mapping, workflow design, or product documentation - would be highly beneficial.
Both strategic and hands‑on capability are valued: you'll contribute to workflow and process design, while also drafting SOPs, processes, and test scripts to support continuous improvement and operational excellence.

What you'll be doing
• Lead the creation of Capita's Service Blueprint and High-Level Operating Model for HR & Payroll
• Facilitate workshops with client and third-party SMEs to integrate service elements and resolve design conflicts
• Develop detailed service designs with a focus on user experience and operational quality
• Provide input to training and testing teams to ensure alignment with service procedures
• Ensure service design aligns with Capita and ERP solution capabilities to minimise bespoke development
• Present service design updates in End-User Forums and facilitate stakeholder consensus
• Participate in daily stand-ups and cross-functional meetings to address service design issues
• Lead Payroll Parallel Run exercises to validate service readiness
• Oversee service transition planning and execution, including dress rehearsals and live cutover
• Support operational rollout and resolve service-related issues during early service life
What we're looking for
Essential Skills & Experience
• Extensive experience leading HR & Payroll service design and implementation within large shared service or outsourced environments
• Strong understanding of high‑volume, back‑office HR and payroll processes and how changes impact pay and associated documentation
• Experience supporting major system transitions or migrations (e.g., SAP ↔ Oracle, ERP transformations)
• Background in Civil Service, public sector, NHS Trusts, large county councils or similar structured organisations
• Ability to work in an operational, service‑delivery environment (not HR advisory)
• Strong process capability, including:
• Writing SOPs
• Designing workflows and processes
• Drafting test scripts
• Supporting deep‑dive analysis
• Ability to operate both strategically (supporting transition design) and hands‑on (documentation and process delivery)
• Experience working within multi‑party, client‑facing delivery programmes
• Knowledge of GDS methodology and the end‑to‑end service lifecycle
• Experience in service transition planning, execution and risk management
• Familiarity with ERP platforms and ensuring service alignment to technical solutions
• Experience contributing to testing strategy, scenario development and execution
• Proven ability to lead hypercare and early‑life support activities
• Strong analytical, problem‑solving and commercial thinking skills
Desirable Skills & Experience
• Experience with Oracle Fusion ERP implementations
• Background in user‑experience‑led service design
• Familiarity with WCAG 2.2 accessibility standards and testing tools
• Experience developing service design templates and UX methodologies
