Description:

We are looking for a professional Civil Engineer to manage the design, planning, and construction of new and renovated facilities and utility systems on a military installation. This role involves comprehensive project oversight, from budgeting and programming to supervising construction contractors, ensuring all work complies with project specifications, schedules, and safety protocols. The position also includes responsibilities in facility operations and maintenance, data analysis, and providing expert consultation. A strong commitment to upholding health, safety, and environmental standards in all aspects of work is essential.

Required qualifications:

Bachelor’s degree (or Level 6 BTEC/NVQ/City and Guilds) in a related discipline (i.e General Engineering, Architect, Civil Engineering) and one-year specialized experience as per the required key skills
OR
Level 5 (i.e. BTEC/HND/NVQ/City and Guilds) in related discipline and a minimum of 3 years of specialized experience as per the required key skills.

Key Skills:

1. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines
2. Knowledge of a comprehensive understanding of engineering and construction standards, materials, and methods to ensure compliance with all federal, state, and local regulations. The ideal candidate will also have expertise in standard contracting procedures for facilities engineering, health, safety, and environmental laws, and the regulations governing the expenditure of appropriated and non-appropriated funds.
3. Knowledge of and ability to be proficient in preparing, developing, and reviewing design calculations, cost estimates, schedules, and technical specifications for a wide variety of large-scale projects on a military installation, including airfields, roadways, and complex facilities like hospitals, hangars, and utility plants
4. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.
5. Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.
6. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
7. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

What are the conditions of employment for this role?

1. You will be required to handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
2. You may be required to travel by military and/or civilian aircraft and you may also be required to travel to the US or other country, in the performance of official duties or attend necessary training, this position may also be coded as mission essential.
3. You will be required to complete a 6-month probationary period.
4. Overtime may be required.
5. You may be assigned other duties not included in this position description, but that are appropriate to the grade and skill set of the incumbent.
6. Must be able to communicate effectively both orally and in writing.
7. Your work hours will be 37.5 hours per week on a fixed schedule (Mon-Fri 0800-1600) where start & end times may be modified due to mission needs and in accordance with the organization's flexible working policies
8. The work requires the employee to drive a motor vehicle. An appropriate, CAT B, UK valid driver's license is required for the position.
9. May act as project liaison with the Army Corps of Engineers or other design agencies as required.
10. May be required to serve on A&E selection boards.
11. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.
12. The Local National Direct Hire (LNDH) Program does not participate in regular drug testing; however, positions covered by this document may be subject to drug testing upon reasonable suspicion of substance abuse, and safety mishap or accident testing.
