Their Community Transport Service plays a key role in enabling independence, reducing isolation and ensuring safe, reliable access to essential services. The Role
The Interim Community Transport Manager will provide both strategic and operational leadership for the in-house community transport service, while also overseeing the wider council fleet. You will ensure the safe, efficient and compliant delivery of transport services including dial-a-ride, group shopping trips, school contracts and health service transport.

This is a hands-on management role requiring strong operational oversight, excellent people leadership and the ability to drive service improvements. You will work closely with internal teams, external partners and community organisations to ensure the service meets the needs of residents and aligns with the council’s Connected Communities vision and wider Surrey initiatives.

Key Responsibilities
Manage day-to-day operations including scheduling, resource allocation and delivery of all community transport services.

Lead, support and develop the community transport team including office staff, drivers and passenger assistants.

Oversee the full fleet (minibuses, vans, pool cars), ensuring legal compliance, maintenance, safety checks and documentation.

Act as the nominated Transport Manager for the organisation’s Operator Licence, fulfilling all statutory undertakings.

Implement and monitor preventative maintenance schedules, fuel management systems and fleet expenditure.

Support the council’s Green Fleet Strategy including electric vehicle procurement and fleet modernisation.

Manage revenue and capital budgets, identify efficiencies, oversee procurement and bid for grants/contracts.

Ensure excellent customer care across bookings, assessments, journeys, feedback and complaints.

Lead on safeguarding, health and safety, risk assessments and staff training.

Ensure compliance with Section 19 licence requirements, DVSA, Traffic Commissioner and all statutory obligations.

Collect operational data, prepare reports and support Local Government Reorganisation requirements.

Represent the service at internal and external meetings, building strong stakeholder relationships.

Support emergency response arrangements, including occasional work outside standard hours.

Candidate Requirements
GCSE Maths and English or equivalent, or demonstrable experience showing strong communication and numeracy.

Recognised logistics or transport management qualification, or equivalent experience.

Experience managing complex, front-line operational services.

Strong background in logistics, transport operations or fleet management, ideally within community/passenger transport.

Up-to-date knowledge of community transport legislation and compliance.

Experience managing mixed fleets, maintenance systems, procurement and scheduling.

Proven leadership skills with experience motivating and managing staff.

Collaborative working style with experience engaging internal teams and external partners.

Experience supporting vulnerable adults or children with SEND, with safeguarding understanding.

Strong organisational, planning and problem-solving abilities.

Financial and budget management experience.

IT literacy including fleet management software, scheduling systems and MS Office.

Full driving licence (D1 desirable).

Enhanced DBS (Children & Adults Barred List) required.
