Location:
Exchange Tower, Harbour Exchange Square, London, E14 9GE
(1–2 days office‑based, 3–4 days home‑based)

Hours:
35 hours per week

About the Client
The Financial Ombudsman Service resolves thousands of complex disputes each year between consumers, small businesses, and financial service providers. As the organisation continues to evolve, data and AI literacy have become critical to ensuring it remains effective, efficient, and future‑ready.

The HR and Organisational Development function is now embarking on a strategic programme to uplift AI and data capability across the entire workforce.

The Role
This is a strategic, enterprise‑level role focused on designing the organisation’s first comprehensive AI and Data Learning Strategy. Working directly with the Director of Organisational Capability, you will create the blueprint for how the organisation builds foundational literacy, targeted functional upskilling, and advanced technical development in AI and data.

This role is purely strategic — operational delivery will sit with the internal L&D team.

Key Responsibilities
Data & AI Learning Strategy
Develop a coherent, organisation‑wide strategy to build confidence and responsible use of AI and data.

Design a multi‑tiered capability framework (foundation > intermediate > advanced).

Create learning pathways for generalist, functional, and technical audiences.

Define KPIs, milestones, and success measures for capability uplift.

Foundational Data & AI Literacy
Recommend learning solutions that build baseline understanding of AI, data concepts, ethical/responsible AI, and practical applications.

Integrate previous internal work into a comprehensive strategic approach.

Targeted Functional Upskilling
Partner with operational and enabling functions to identify where AI and data can add value.

Develop tailored learning pathways for areas such as casework, operations, HR, finance, digital/IT, and customer services.

Recommend appropriate learning methods (blended learning, simulations, vendor‑led programmes, in‑role learning).

Technical Skills & Certification Programmes
Develop a strategy for advanced technical development.

Identify relevant certification routes and specialist programmes.

Recommend where apprenticeship levy funding can support accredited learning.

Future Skills & Horizon Scanning
Conduct external research on emerging AI and data trends.

Provide insight into future skills needed over the next 3–5 years.

Advise on partnerships with universities, vendors, and accreditation bodies.

Stakeholder Engagement & Influence
Work closely with senior leaders to ensure alignment with organisational priorities and digital strategy.

Provide high‑quality strategic advice to support digital and data‑driven transformation.

Candidate Requirements
Essential:
Extensive experience in L&D strategy, organisational development, or talent management at a senior/strategic level.

Proven experience designing enterprise‑level data, digital, or AI capability strategies.

Strong understanding of AI fundamentals, data literacy, and responsible/ethical AI.

Demonstrated ability to build structured learning pathways and capability frameworks.

Experience with apprenticeship levy‑funded programmes and accredited technical pathways.

Ability to influence senior stakeholders and operate at a strategic level.

Exceptional communication and storytelling skills, able to simplify complex technical concepts.
