Location: Transpennine Route Upgrade (Working between Manchester, Leeds and York)
Salary: £60,000 – £70,000 + Package
Contract Type: Permanent

Working Pattern: Hybrid, generally 3 days on site, Monday and Friday working from home
About the Role: We are seeking a proactive and highly skilled Health & Safety Manager to join a team supporting the Transpennine Route Upgrade (TRU) during a peak construction phase of this nationally significant rail infrastructure programme.
In this role, you will provide leadership, assurance, and professional guidance to ensure the highest standards of health, safety, and well-being across rail maintenance, construction, and operational environments.
You will work closely with engineering teams, major contractors, and senior leadership to drive a strong, values-led safety culture and continuous improvement across the programme.
This role reports directly to the Principal Health & Safety Manager and operates as a standalone senior safety role within a wider assurance and governance function.
You will interface regularly with Tier 1 delivery partners, including Murphy, Volker, Siemens, CRSA, Amey, BAM Nuttall, and Network Rail.
This role carries delegated authority to stop work where safety standards or compliance are compromised.
Key Responsibilities:
• Support the Principal Health & Safety Manager in delivering programme-level improvement and assurance plans.
• Provide competent, professional H&S advice in line with Network Rail standards, UK legislation, and industry best practice.
• Conduct site inspections, audits, and investigations to assess compliance and identify continuous improvement opportunities.
• Support the assurance and review of Construction Phase Plans, Safe Systems of Work, and risk assessments.
• Lead incident investigations, produce detailed reports, and ensure corrective and preventative actions are implemented and closed out.
• Deliver safety briefings, toolbox talks, and targeted training to staff and contractors across multiple work sites.
• Monitor, analyse, and report on safety metrics, trends, and leading indicators.
• Promote a positive, proactive safety culture and influence behavioural safety initiatives at all levels.
• Liaise with key internal and external stakeholders, including contractors, delivery partners, and regulatory bodies.
• Contribute to safety governance, assurance systems, and programme-wide safety strategy.
Essential Requirements:
• NEBOSH Diploma or NVQ Level 6 in Occupational Health & Safety (or equivalent).
• Chartered Member of IOSH (CMIOSH) or actively working toward Chartership.
• Strong working knowledge of CDM 2015, RIDDOR, RISQS, and railway safety legislation and standards.
• Proven experience in rail, major infrastructure, construction, utilities, or other high-risk operational environments.
• Demonstrated ability to influence, challenge, and engage stakeholders at all levels, including senior leadership and Tier 1 contractors.
• Excellent communication, investigation, and technical report-writing skills.
• Ability to work autonomously across a geographically dispersed project footprint.
Desirable Qualifications & Skills:
• Personal Track Safety (PTS) certification or willingness to obtain (training can be supported).
• Strong knowledge of Network Rail assurance processes and governance frameworks.
• Formal accident and incident investigation training.
• Experience developing and implementing assurance systems across large, multi-contractor programmes.
• High level of organisational and stakeholder management capability.
