About the role
As the Westworks Procurement Manager, you will take the lead for procurement across the organisation. You will ensure that we continue to deliver excellent customer service through our current arrangements whilst developing new arrangements for the future that will exceed our customers’ expectations and allow them to meet their targets for social value, local delivery and tenant satisfaction.

You'll use your procurement expertise to influence at every level, shape strategy, and stay ahead of market dynamics. As a senior team member, you will develop your colleagues, share knowledge, and embed best practices across the organisation.
Your responsibilities
- Lead the ongoing development of Westworks’ procurement strategy
- Lead the delivery of Westworks’ procurement programme
- Ensure full compliance with statutory and regulatory requirements, including PCR2015 and the Procurement Act 2023
- Develop new arrangements (including frameworks and dynamic markets) whilst ensuring they complement existing arrangements
- Develop and implement strategies to manage procurement risk
- Provide advice, guidance and training to the wider business on procurement and other relevant legislation
- Coordinate across the business to ensure that services delivered continue to provide value for money, meet members’ needs and reflect Westworks values
- Monitor and report on the performance of procurement matters across the business
- Ensure that our procurement activities continue to support our values of collaboration, innovation and customer focus
- Responsible for continuous improvement across the service

Skills and experience
Essential
- Excellent knowledge of PCR 2015 and the Procurement Act 2023
- Proven experience managing and delivering large, above-threshold, public sector procurements, ideally in the built environment
- Strong commercial acumen and negotiation skills
- Experience delivering procurement programmes using a range of compliant procedures
- Ability to drive informed decision-making, manage multiple complex projects, and influence senior stakeholders
- Comfortable briefing and interacting with lawyers and other professional consultants
- Experience working independently and at pace
- Excellent verbal and written communication skills, both within the procurement environment and with wider stakeholders
- Strong relationship (and stakeholder) management skills with the ability to shape and influence change
- Comfortable and able to embrace the benefits and challenges of working in a small team
