Summary

About the Role:
This is an exciting opportunity to play a key role in shaping and growing the Council’s commercial property portfolio. The Investment Surveyor will lead and support property investment transactions, including acquisitions, disposals, and portfolio management, providing strategic advice and negotiating deals that enhance the Council’s investment return on property assets.

The role will predominantly focus on the Council’s industrial estate, while also supporting the Portfolio Manager across the full range of estate management functions relating to the Council’s wider commercial land and property holdings. You will identify opportunities to maximise income through the innovative and effective use of our commercial assets.

This is a varied, commercially focused position requiring market insight, commercial acumen, and strong interpersonal and negotiation skills.

Key Responsibilities
• Provide professional advice on estate management matters relating to the Council’s land and property holdings, supporting internal and external stakeholders.
• Carry out rent reviews and lease renewals to maximise income and secure best value.
• Oversee the correct demand and collection of rents, service charges, insurance and other payments, including enforcement where required.
• Ensure systems and documentation are accurately maintained for land ownership and tenancy records.
• Undertake property inspections and ensure compliance with landlord and tenant obligations.
• Manage lettings to new tenants, including marketing, negotiating heads of terms, preparing reports, and instructing solicitors.
• Prepare and present reports to senior management and elected Members.
• Procure and contract manage external contractors to ensure high quality service delivery.
• Provide information for budget forecasting and contribute to the production and reporting of KPIs.
• Advise on property ownership and lease terms to ensure users understand their responsibilities.

This is a full-time position on a permanent contract, working 37 hours a week Monday to Friday on-site, with some hybrid working. Applications would be considered for those wanting a 3 day per week part time role.

About You:
We’re looking for someone who brings a blend of professional expertise, commercial awareness, and a collaborative mindset. You will be confident working across a varied commercial portfolio and comfortable balancing commercial outcomes with public sector responsibilities.

You will bring:
• Strong technical knowledge of property and estate management, with strong experience in commercial and industrial assets
• RICS qualification (MRICS/FRICS), demonstrating professional competence and commitment to industry standards
• Proven experience in negotiating leases, rent reviews, and property transactions
• Commercial acumen with the ability to identify opportunities to maximise income and drive value
• Excellent communication and interpersonal skills, with the ability to build positive relationships with tenants, colleagues, Members, and external partners
• Confidence in interpreting leases, legal documents, and property data
• Strong organisational skills, with the ability to manage competing priorities and deliver high quality work
• A proactive, solution focused approach, bringing initiative and professional judgement to complex issues
• Commitment to delivering excellent customer service and upholding the Council’s values
