We’re the navigation authority for the non-tidal River Thames and deliver our annual non-Tidal River Thames Regulation and Enforcement Plan published on Gov.UK. We’re looking for an individual with enthusiasm and drive to join our Thames Navigation Enforcement team as Navigation Enforcement Technical Officer to deliver intelligence-led enforcement. This role plays a key part in ensuring we are an effective regulator and maintain a safe waterway and protect vital income due to us by law. The ideal person will be a strong communicator and have an understanding of how to approach regulation within diverse communities to ensure effective results.

You will be trained to Environment Agency level 2 personal authorisation for the purposes of entering land or premises to collect or remove evidence in relation to suspected criminal offences. You will also be trained to RYA Power Boat Level 2 to helm our boats and attend relevant working on or near water safety training. We work closely with other enforcement organisations along the River and you will undergo Non-Police Personnel Vetting Level 2 Abbreviated (NPPV2-A)

You will be investigating suspected navigation offences that we detect which may bring you into direct contact with suspected offenders, you may also investigate potential offences reported by witnesses. You will prepare prosecution case files to a high evidential and legal standard for which you will also attend court hearings and be required to give evidence.

The team

You will be working in the Thames Navigation Enforcement team and report directly to the Navigation Enforcement Team Leader, you will also be supervised by the Senior Navigation Enforcement Officer.

You will predominately work in the upper reaches of the River above Oxford, but at times you will also work in other parts of the River to help the team deliver intelligence led enforcement operations.

Experience/skills required

You will need to demonstrate:

• An effective approach to regulation and enforcement
• Good time management - working to timelines and reporting on results
• Good written report skills
• Following legal process – working to strict process and timescales
• High levels of communication skills (face to face and written correspondence)
• Working with Policy and legislation

Essential

Full UK driving licence
Ability to swim and work near water.
