As an IT Operations and Change Senior Analyst you will play a pivotal role in supporting the delivery of the Agency’s vision, mission, and strategic objectives. You will provide high-level oversight for services and projects within your area, ensuring policies and operational procedures are applied effectively and teams are managed efficiently.

APHA’s IT environment is complex with a diverse user base and multiple services. In this role, you’ll encounter a wide range of needs and outcomes. You’ll work closely with APHA users, subject matter experts and key stakeholders to identify opportunities for improvement, evaluate practical solutions and collaborate with IT service providers to deliver meaningful change.

APHA’s IT services and products meet business needs, including strengthening IT business applications, handling service escalations, managing IT risks and issues, and developing IT improvement plans. You will build a broad understanding of APHA’s business processes, to enhance and modernise IT services that underpin critical business activities and the wider IT landscape.

You will be required to carry out duties appropriate to the grade and purpose of the role including, but not limited to, the following:

IT Operations

Maintain up‑to‑date service knowledge to ensure the smooth operation of corporate IT services and APHA applications, drawing on technical and business expertise when needed. Act as the key interface between APHA and Digital, Data, Technology and Security (DDTS), managing escalations, complex requests, and queries. Identify and address operational risks with IT delivery partners, ensuring they follow the correct processes. Work with partners to deliver and maintain high‑quality, reliable business‑as‑usual IT services. Oversee the operational impact of changes and upgrades, applying appropriate governance and coordinating user acceptance testing to minimise disruption and downtime.

Leadership and Management

Coordinate activities across multiple teams, functions, and locations to ensure alignment with APHA’s strategic objectives. Monitor team performance, maintaining high standards and taking corrective action where needed. Support the professional and skills development of team members.

Stakeholder Engagement

Develop and maintain strong relationships with internal and external stakeholders, ensuring communication is clear and objectives aligned. Build communities of interest for IT business applications and databases in line with APHA’s wider IT Governance, establishing best practice, seeking business input and communicating relevant topics such as service knowledge, service improvement and upcoming changes. Work closely with DDTS stakeholders to address shared challenges, reduce duplication, and deliver positive outcomes.

Data Analysis and Reporting

Maintain Management Information (MI) on critical IT issues for reporting, identifying supplier-related problems, and informing decision making regarding IT changes and service improvements. Produce and analyse accurate, timely data to inform decision making and enhance IT service delivery.

Continuous Improvement

Review existing processes and promote new ways of working, aligning with APHA and wider Defra practices. Develop technical and business expertise about APHA’s applications and the business functions they support. Identify IT service improvements and work with DDTS and stakeholders across the Agency to implement functional or efficiency improvements.
