Summary

To continue to develop, deliver and maintain strong, efficient and reliable partnerships, with all key stakeholders and partners working across the statutory and voluntary sector, community organisations and groups and other council departments, through creating mutual trust and respect and thereby be able to constructively challenge and influence decision making within all organisations. To apply leadership, management, and direct intervention to deliver an evidence-based, accessible and effective integrated lifestyle service. To be part of the Public Health provider arm management team and input into other areas of delivered services when appropriate. Planning and driving forward training and partnership events alongside other opportunities to maximise any contact with partners to promote the services positively. To ensure that systems and processes are regularly reviewed to ensure that sensitive customer data is always secured. To performance manage using credible and reliable intelligence data to inform and support effective management, service delivery and monitoring; feed into statutory reporting and identify any areas of concern. Ensure clear and regular reporting is established for the services ensuring outcomes identified in the service specification are being achieved. To effectively represent and maintain the profile of the service by playing an active role in key steering groups/boards at national, regional, county and district level and linking in with identified priorities and new legislative drivers. Be a spokesperson for the services including participating in public speaking and media opportunities. To ensure the highest quality of customer care and that comments and experiences are responded to and play a major part in service and practice development. To risk assess potential cases around safeguarding and escalate as appropriate. To manage the communication and engagement strategy for the wider services as it develops as a first point of contact and help to manage and sustain relationships and address any potential barriers across a wide range of organisations. To exercise control of budgets, managing them effectively through monitoring systems, and making the best use of resources, staff, skills and finance. Report any issues or risks that may threaten delivery of the service and make appropriate recommendations for mitigation activity. To be responsible for the recruitment and selection of staff, the performance management of staff, including setting and monitoring of objectives, planning and prioritisation of work and to ensure these are reviewed. To take a strong lead in the motivation, learning and development of staff in respect of leadership priorities and organisational values. To lead on tobacco control for the Public Health Department. To inform the ongoing development and implementation of national and local strategy and action plans. To provide specialist tobacco control, smoking cessation and weight management advice in the use of health improvement for resources in line with evidence based practice. To deputise for the Public Health Lead Consultant when necessary at local, regional and national networks and events. To lead relevant tobacco control commissioning across Leicestershire County, working with commissioning colleagues and external stakeholders to ensure services meet the needs of local population including the creation of service specifications and contract monitoring. To be and provide specialist tobacco control links and working closely with District Councils, community services and Clinical Commissioning Groups. Identifies and develops new commercial opportunities to generate income and manages costs effectively. Responsible for protecting and managing information securely, and reporting breaches or suspected information security breaches, in line with Council policies. Special Factors. The nature of the work may involve the jobholder carrying out work outside of normal working hours. The postholder may be required to attend, from time to time, training courses, conferences, seminars or other meetings as required by his/her own training needs and the needs of the service. As this job is grade 13 or above, it is responsible for all elements of risk management within its area of control.
