The Maritime and Coastguard Agency (MCA) is seeking a Clean Ship Operations Subject Lead to work within the Directorate of UK Technical Maritime Services (UKTMS) which has responsibility for developing, negotiating, and maintaining UK subject technical and implementation decisions and regulations relating to a wide range of safety and environment issues associated with ships and vessels of all sizes (from small pleasure vessels to the largest internationally trading ships). This provides a dynamic working environment including regular engagement with operational colleagues in other areas of the Maritime and Coastguard Agency (MCA), other Government Departments, and other national Maritime Administrations, as well as industry stakeholders.

As a Clean Ship Operations Subject Lead, you will take a proactive lead in managing and developing UK subject technical decisions and implementation of regulations and guidance in support of UK government objectives for a safe and commercially successful UK fleet. You will act as the liaison for stakeholders (both internal and external) to ensure the MCA has an informed and balanced approach that meets the Government's obligations, industry needs, and public expectations.
Your responsibilities will include, but aren’t limited to:
Contributing and leading the negotiation, development, implementation and oversight of UK technical decisions and regulations to uphold and advance the regulatory framework for UK merchant ships.Representing the MCA and/or UK at meetings and workings groups eg International Maritime Organisation (IMO), Department of Transport (DfT), including drafting and presentation of papers.Providing a focal point role for stakeholders on matters regarding UK subject technical and implementation decisions.Drafting instructions for Government lawyers for preparation and implementation of regulations, codes and guidance related to UK policy and coordinate associated impact assessments.Developing and maintaining awareness of the national and international political nature of the subject and technical context of the subject area through liaison with key stakeholders.Subject lead for relevant international and domestic subjects covered by clean ship operations including, Anti-fouling Systems, Biofouling, Ballast Water, International Convention for the Prevention of Pollution from Ships (MARPOL) Annex IV - Sewage, Annex V- Garbage, Port Reception Facilities, and Underwater Radiated Noise.For further information on the role, please read the role profile.
